Job Description

GENERAL

PURPOSE:

Under the general direction of the 911 Communications Director, coordinates and supervises assigned daily functions and activities of the Sandoval County Regional Emergency Communications Center (SCRECC); provides expert and professional administrative support to the Director; oversees staff, policy, training, coordination with internal and external agencies, and compliance related to 911 communications; and performs other duties as assigned. Minimum Qualifications
  • Education and Experience:

    Bachelor’s Degree in Business Administration, Public Administration or related field and six (6) years of public safety answering point (PSAP) experience that includes two years of staff supervisory and budgetary responsibility; preferably in a public sector environment; OR an equivalent combination of education and experience.
  • Required Licenses or

    Certifications:

    Valid New Mexico driver’s license or ability to obtain a valid New Mexico driver’s license within 30 days of hire. State of New Mexico Police/Public Safety Telecommunicator Dispatching Certification. ICS 100, 200, 300, 400, 700, 800, 247, 144, 1200, 2200 and G191 or able to obtain within one year of hire.
  • Additional Requirements:

    Ability to maintain a valid New Mexico driver’s license Must pass an applicable background check Pre‑employment drug and alcohol screening This is a safety‑sensitive position subject to random drug testing in accordance with County policy Article XIII Drug and Alcohol Policy and Testing‑Drug Free Workplace of the Sandoval County Personnel Rules and Regulation. SUPERVISION RECEIVED AND EXERCISED

Position reports to the 911 Communications Director and exercises supervision over lower level staff.

ESSENTIAL JOB FUNCTIONS

Responsible for the daily operations and delivery of the department’s services to internal and external customers, particularly in the absence of the Director; oversees work flow efficiency and implementation of daily tasks and projects.

Responsible for planning, coordinating and reviewing the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.

Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations as assigned; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff; provides general advice and counsel to staff; develops developmental work plans for staff; and implements corrective actions, discipline and termination procedures as appropriate/necessary.

Assists with the coordination and management of the operations of the Emergency Communications Center; evaluates the organizational structure of ensure efficient work flow, operations and staffing; identify tasks that need to be completed, prioritize the tasks and assign work and timelines.

Ensures compliance with and consistent application of all pertinent federal, state, local and County regulatory requirements; interprets regulatory guidelines and exercises discretion in providing direction; develops and/or obtains and delivers training curricula to enhance employee understanding of regulatory guidelines and enhance departmental compliance.

Assists in the development of the department’s budget, goals and objectives; implements and monitors the departmental budget; presents the annual budget and all supporting documentation to the County Manager and Board of County Commissioners; controls the purchasing of materials and equipment necessary for the Emergency Communications Center responsibilities; and determines the need for new equipment and facilities and major repair or upgrade of equipment and facilities.
