Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

Provides comprehensive administrative and operational support for an aviation department. Acts as a key liaison with internal teams and external agencies to support planning, reporting, and continuous process improvement while ensuring adherence to aviation safety and operational standards. Additionally, oversees workflow coordination, staff support, system enhancements, and organizational readiness for routine operations and emergency response activities.

Key Responsibilities
  • Perform, direct, and coordinate various complex administrative, clerical, and flight operations support duties. Areas of focus include aviation safety tracking, crew scheduling support, flight log documentation, hangar facility services, procurement of aircraft parts/supplies, logistics, and department accounting/finance.

  • Interface with outside agencies (including the FAA, airport authorities, and ground handling services) to support flight planning, coordinate operations, and assist in developing documentation for post-flight analysis, incident reviews, and lessons learned.

  • Coordinate the workflow and duties of other administrative and business support staff to meet aviation department and flight dispatch objectives.

  • Prepare analytical reports and studies relating to fleet utilization, aircraft maintenance schedules, operational planning, and flight hours/workload forecasting.

  • Assist in preparing the aviation department's overhead operating budget; monitor and track expenses related to fuel, maintenance, hangar fees, and crew travel against approved budgets.

  • Perform special assignments as requested.

  • May prepare or provide input to daily work planning and/or performance reviews.

  • Provide administrative input regarding the design, implementation, and enhancement of specialized aviation management software, flight tracking programs, and automated document management systems. Keep abreast of office and aviation automation technology.

  • Help implement automated document management systems within assigned project/department.

  • Organize and prepare materials for crew briefings, safety meetings, regulatory training sessions, and department presentations.

  • Assist with personnel-related activities such as pilot/crew onboarding, training records compliance, flight physical tracking, and policy administration.

  • Develop or participate in the development of complex presentations.

  • Coordinate office and hangar space allocation, vendor integration, and facility planning needs.

  • Review operational planning processes, invoices, fuel receipts, and receiving documents to identify discrepancies, resolve paperwork issues, and recommend waste reduction methods.

  • Inform all concerned personnel of any improvement/waste reduction in work processes.

  • Research problems/discrepancies in documents (including operational planning, invoices, receiving documents, reports) and assemble supporting paperwork.

  • Participate in deployment activities as part of multi-agency team and coordinate and implement a wide range of activities as job dictates.

  • Assist with operational planning formulation and presentation material preparation as job dictates.

  • Serve as an administrative coordinator for the Aviation Emergency Response Plan (ERP) and Safety Management System (SMS) as required.

Qualifications
  • High School diploma or equivalent, and at least 6 years of related experience.

  • Must possess planning/organizing skills and initiative; able to employ independent judgment; and apply knowledge and experience to ensure that requirements are completed efficiently, on time, and are cost effective.
