POSITIONPURPOSE
Performs project management responsibilities on federal construction (primarily facility renovation) projects in the $3M-20M range at Nellis AFB, NV. This includes managing multiple task orders, and coordinating all design, procurement, and construction activities. The Project Manager (PM) will develop a complete understanding of the parent contract and task order-specific scopes of work and any relevant subcontracts. The PM will work primarily with the Army Corps of Engineers (USACE) and interfaces with multiple project stakeholders.
The PM will manage, plan, and coordinate with the superintendent, Quality Control Manager (QCM) and project controls, all activities of the project to ensure that goals and objectives of project are accomplished on schedule and within budget. Position is based in Las Vegas, NV. The PM may also be required to perform Site Safety Health Officer (SSHO) and QCM duties, when needed, depending on project needs.
- Reviews contract documentation and project proposal/plan with superintendent to determine schedule, budget, staffing, self-performance, and subcontract requirements.
- Organizes and oversees jobsite administration and field supervision.
- Coordinates with designers and operations team to ensure proper implementation of design with project constructability.
- Assists in the procurement of subcontractors and suppliers. Works with subcontract administrator to ensure specific subcontracts are in-place early in the project life cycle.
- Develops baseline schedule and budget with the superintendent and project controls.
- Monitors and periodically adjusts progress schedule to ensure project stays on track.
- Ensures site safety and works with SSHO to ensure a safety culture on all projects managed.
- Works with the superintendent to identify and resolve any project related issues/changes.
- Works with the superintendent to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort.
- Establishes and maintains positive, professional relationships with USACE, the owner, end users, designers, building officials, other federal agencies, local businesses, and emergency support.
- Prepares project reports and financial updates for management, clients, and others.
- Performs change management and assists QCM with submitting design clarification / verification requests (DCVR) and other requests for information (RFIs) in USACE's Resident Management System (RMS).
- As needed, participates in scope reviews, assists in preparing accurate cost estimates for bidding new projects, performs buyouts, and develops work breakdown structure and cost codes for new projects.
- Enforces all regulatory, base, and company specific safety rules.
- Performs job site inspections for both quality and safety.
- Serves as a Subject Matter Export (SME) on projects and task orders.
- Although this is a PM position, it may require at times to perform SSHO & QCM duties, as needed, including working with the USACE RMS database.
- Additional duties and responsibilities may be assigned.
Education and Experience:
- High school diploma or GED equivalent
- Minimum ten (10) years relevant construction experience, of which a minimum of 3 years DoD government contract and project experience, with emphasis on USACE.
- OSHA 30-hour construction safety course.
- Current or past experience as a QCM on DoD projects
- Working knowledge of Three-Phases of Quality Control, EM 385-1-1, RMS, and other USACE-specific systems and processes.
- Ability to budget and maintain cost and schedule.
- Ability to develop and maintain strong client relationships, with experience building and maintaining client relationships.
- Demonstrated successful performance as a Project Manager on medium to large sized vertical and civil construction projects.
- Thorough familiarity with the general contract requirements, with the ability to identify changes, conflicts, etc.
- Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
- High degree of sensitivity and ability to maintain confidential client and employee information.
