Position: Project Scheduler (Federal Construction)

Location: Las Vegas, NV

Position Overview

We are seeking an experienced Project Scheduler to support our SABER IDIQ construction program at U.S. Air Force bases. This role is responsible for developing, updating, and analyzing Primavera P6 (or MS Project) schedules for fast‑turn task orders involving multi‑discipline construction. The ideal candidate understands federal construction
, Air Force CE/AFCEC processes
, and UFC/USACE scheduling compliance while being highly responsive to rapid task order issuance and changing priorities typical of SABER contract execution.

Key Responsibilities Pre‑Award / Proposal Phase
  • Develop baseline logic‑driven schedules for proposal packages, coordinated with estimators, engineers, and superintendents.
  • Participate in site visits
    , capturing constraints related to utilities, outages, phasing, access, and mission schedule impacts.
  • Identify and integrate risk factors, long‑lead items, environmental restrictions, weather considerations, and Air Force operational windows.
  • Support deliverables including schedule narratives
    , manpower histograms, and phasing diagrams.
Post‑Award / Planning
  • Prepare and submit baseline schedules in compliance with contract requirements, UFC guidance, and USACE/AF standards.
  • Create and maintain the official Submittal Register schedule
    , integrating procurement durations, review cycles, and fabrication lead times.
  • Build detailed resource‑loaded and cost‑loaded schedules when required.
  • Work closely with Project Engineers and Superintendents to develop activity sequences based on field constructability and required phasing.
Execution & Controls
  • Maintain the master SABER program schedule
    , tracking all active task orders simultaneously.
  • Perform weekly and monthly schedule updates
    , including progress measurement, critical path analysis, and forecast adjustments.
  • Provide look‑ahead schedules (2-week / 3-week / 6-week) for field teams.
  • Conduct delay analysis
    , evaluate impacts, and prepare contemporaneous documentation for change order or time extension justification.
  • Coordinate schedule dependencies associated with:
    • Utility outages
    • Flight line restrictions / controlled areas
    • Subcontractor sequencing
    • Environmental windows
    • Base CE & AFCEC inspection timelines
  • Support quality compliance through coordination of submittals, inspections, testing
    , and commissioning activities.
Reporting & Documentation
  • Prepare schedule narratives
    , recovery plans, "what‑if" analyses, and logic reports.
  • Support monthly progress reporting
    , earned value tracking, subcontractor performance assessments, and management dashboards.
  • Maintain documentation for audits, partnering sessions, and post-award debriefs.
Required Qualifications
  • Bachelor's degree in Construction Management, Engineering, Project Controls
    , or related field; equivalent experience considered.
  • Minimum 3+ years of scheduling experience in federal, military, or heavy commercial construction.
  • Strong proficiency in Primavera P6 (preferred) and/or Microsoft Project
    .
  • Ability to read and interpret plans, specs, UFCs, and federal contract requirements
    .
  • Working knowledge of SABER/IDIQ or other federal task‑order contracting vehicles.
  • Familiarity with USACE / NAVFAC / AF scheduling requirements.
  • Experience with procurement, submittal workflows
    , and integration of QC and safety activities into schedules.
  • Excellent communication skills-capable of interacting professionally with Base Civil Engineering, AFCEC, subcontractors, and internal teams.
  • Ability to obtain/maintain DoD base access and security clearance.
Preferred Qualifications
  • Prior scheduling experience on Air Force bases or with AFCEC
    .
  • Certifications:
    • PMI-SP (Scheduling Professional)
    • PSP (AACE Planning & Scheduling Professional)
    • CQM-C (USACE Construction Quality Management for Contractors)
    • OSHA 30
  • Experience with federal reporting systems such as RMS/QCS
    , Proj Net, or government schedule review protocols.
  • Understanding of Davis-Bacon
    , Buy American, and other FAR/DFARS requirements.
  • Familiarity with commissioning processes, testing, environmental controls, and warranty closeout.
