Position: NCERC Deputy Facility Operations Director (Nuclear Facilities Engineering Manager 5)
** What You Will Do*
* The National Criticality Experiments Research Center Facility Operation (NCERC-FO), organization supports the execution of subcritical and critical experiments, measurements, and training at the National Criticality Experiments Research Center (NCERC). The NCERC Deputy FOD is responsible for assisting the NCERC FOD with all aspects of managing and maintaining safe, secure, and compliant mission execution. This includes establishing and maintaining all required nuclear facility processes, plans, and procedures to remain compliant with the facility authorization basis.

The Deputy FOD supports NCERC operations at the Device Assembly Facility (DAF) as well as other locations at the Nevada National Security site (NNSS). Successful mission execution will require effective communication with stakeholders and partners at LANL, especially the Nuclear Engineering & Non-proliferation (NEN) division, the Joint Laboratory Office-Nevada (JLON), the NNSS M&O contractor MSTS, and the regulator at the Nevada Field Office.

NCERC is located in the DAF at the NNSS. This position is a permanent duty station at the NNSS. Duties include, but are not limited to the following:

+ Ensure safety, security, and regulatory compliance with safety basis and authorization agreements.

+ Determine organization objectives and interpret Laboratory policies.

+ Develop, maintain, and improve vital Safety Management Programs, including Conduct of Operations, Conduct of Maintenance, Configuration Management/Change Control, and Quality Assurance.

+ Ensure compliance with LANL/MSTS Safety Management Programs, such as Emergency Preparedness, Hoisting and Rigging, Radiation Protection, Qualification and Training, Fire protection, and Nuclear Criticality Safety.

+ Ensure proper communication to employees and other organizations on the implementation of operational management policies, procedures, and practices.

+ Manage investigations following abnormal occurrences to identify and correct the cause of the event and properly report it in accordance with DOE and LANL directives.

+ Define and recommend organization objectives, develop specific short-term and long-range plans, and monitor progress to assure work objectives are attained and schedules are met.

+ Review, approve, and authorize high hazard nuclear operations.

Job Requirements:

* ** Technical Knowledge:*
* + Proficient in relevant computer applications and technical systems, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), database management tools, and industry-specific software. Demonstrated ability to quickly learn and adapt to new technologies and digital platforms..

+ Demonstrated leadership and administration in the development and support of a  complex, technical organization involving nuclear facility engineering, nuclear criticality safety or safety basis management.

+ In-depth understanding of work hazards, safety practices, operating configurations, and facility policies and procedures.

+ Demonstrated experience managing implementation of Conduct of Engineering, Integrated Work Management, Quality Assurance, Training and Qualification, and Nuclear Maintenance Programs.

+ Demonstrated management experience including personnel management, performance and inter-personal conflicts.

** Communication:*
* + Successfully developed and delivered written reports and presentations to customers, partner organizations, and regulatory agencies, demonstrating strong communication skills and ability to effectively interface with diverse stakeholders at all organizational levels.

* Collaboration:

* + Demonstrated ability to influence and persuade stakeholders in sensitive or challenging situations while preserving positive working relationships and maintaining trust.

+ Demonstrated ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules.

* + Demonstrated ability in negotiating with customers or management or attempting to influence senior-level leaders regarding matters of significance to the organization.

+ Excellent ability to identify problem areas, investigate alternative solutions, and determine actions to be performed.

+ Demonstrated capacity to lead effectively during high-pressure/high conflict situations, providing calm, decisive leadership while managing team stress levels and maintaining organizational focus during critical incidents or peak operational periods.

* + Position requires a Bachelor of Science from an accredited institution and 12 years related experience or an equivalent combination of education and experience directly related to the occupation.

+ This position is subject to DOE Order 426.2, Personnel Selection, Training and Qualification Requirements for DOE Nuclear Facilities, and as such, it requires a BS, 8 years of job-related experience and 4 years of nuclear facility…
