Overview
Clark County Department of Environment & Sustainability is seeking Senior Air Quality Specialists for the Compliance and Enforcement, Planning, or Permitting Sections. The role performs a variety of advanced, highly specialized professional and technical tasks in air quality management and pollution control for Clark County.
Compliance and EnforcementThis position works within the Air Quality's Compliance and Enforcement Section, in either the Stationary Source Compliance, Dust Compliance, or Enforcement Group. It frequently works in a field and/or office environment and conducts on-site air quality compliance inspections of major and minor stationary sources, construction sites, and vacant land; responds to citizen complaints; observes tests of air pollution control equipment; and prepares and reviews technical documents including Notices of Violations and inspection reports.
It also performs advanced level research and analysis, participates in complex studies and projects, and provides information regarding pollution control compliance methods and devices. It provides lead direction and training to Air Quality staff and promotes a positive image of Air Quality to the general public.
PlanningThe role works primarily in an office environment with occasional meetings beyond normal business hours and light travel for conferences, meetings, and/or trainings. The Senior Air Quality Specialist provides technical support in regional air quality planning, including assisting in the development of strategies to reduce air pollutants.
It interprets local, state, and federal regulations and policies, assists with the development of new regulations, conducts literature reviews, and stays updated on emerging trends and technologies in air quality management. It uses monitoring technologies, data analysis software, modeling programs, and other analytical tools to interpret and evaluate data and trends, supports efforts to determine the origins of air pollutants, prepares various emissions inventories, and completes complex studies.
PermittingThis position is in the Permitting Section and will write air quality permits and support documentation for major stationary sources throughout Clark County. It is responsible for processing applications, evaluating potential emissions, assessing applicable regulations, establishing operational and control requirements, and conducting site visits.
The Senior Air Quality Specialist performs senior-level tasks such as reviewing the work of others, providing guidance to less experienced staff, and contributing to various program development projects.
Education and ExperienceEquivalent to a Bachelor’s Degree from an accredited college or university with major coursework in environmental, chemical, mechanical or civil engineering, chemistry, physics, or a related field AND three (3) years of full-time professional-level experience in air quality management and pollution control or a directly related field.
Qualifications- Performs highly responsible and specialized senior level professional and/or technical activities related to one or more major departmental operations within the Department of Environment and Sustainability.
- Provides assistance in the development of goals and objectives for the division and/or department.
- May be assigned to a specific operational unit within the department, but performs special projects and assignments that may be varied in nature and cross over several divisions/units; coordinates activities with other units.
- Reviews highly complex major construction, stationary source and other applications for compliance with applicable air pollution control requirements; locates and contacts un-permitted sources; performs complex research and evaluation functions for possible permit; performs on-site compliance inspections.
- Evaluates emission rates from various sources through advanced mathematical calculations; reviews and evaluates performance tests for applicability; verifies compliance with federal and local regulations.
