Job Description

The Transmission Line Construction Manager oversees the successful execution of transmission line projects from the field level, acting as the primary bridge between the field construction activities and the project management team. This role serves as the on-site quarterback for complex transmission line construction work, ensuring that safety, quality, schedule, and environmental requirements are consistently met. The Construction Manager spends significant time coordinating, documenting, and reporting project activities while leading field teams and aligning contractors with project expectations.

Responsibilities

+ Take ownership of project success at the field level and act as the primary liaison between field operations and the project manager.

+ Thoroughly review and understand all contract documents and ensure that construction activities align with contractual requirements.

+ Review, understand, and enforce the contractor's safety plan, working collaboratively to correct any gaps or inconsistencies.

+ Lead and participate in project kickoff meetings to clearly communicate expectations, scope, and standards to contractors and internal teams.

+ Ensure a comprehensive site-specific orientation is conducted, including review of permits, road use agreements, crossing agreements, SWPPP requirements, haul routes, drawings, materials, schedules, QA/QC processes, and engineering submittals.

+ Set clear expectations for the field team, provide leadership, and train team members on procedures, safety, and quality standards.

+ Oversee site safety orientation and ensure adherence to the site-specific safety plan.

+ Complete safety assessments and CILs using the designated systems (such as Unifier) and ensure they are documented accurately.

+ Collect and maintain accurate project data independently, rather than relying solely on contractor-provided information.

+ Prepare and maintain thorough documentation, including weekly reports, QA/QC records, and site photographs, and submit them in a timely manner.

+ Build and maintain a professional working relationship with contractors to support collaboration and project success.

+ Remain actively engaged in daily project activities with a strong focus on safety, ensuring that all personnel work in a safe manner.

+ Monitor and enforce quality standards by understanding project specifications and drawings, minimizing rework and associated safety risks.

+ Track project schedules, including internal schedules (such as C1) and contractor schedules (such as P-6), and ensure alignment with project milestones.

+ Track construction progress and approve CSU entries, ensuring that project tracking spreadsheets remain accurate and up to date.

+ Monitor environmental constraints before and during work activities, ensuring compliance with SWPPP and other environmental requirements.

+ Stay actively involved in outage and crossing coordination, working alongside the contractor rather than delegating this responsibility entirely.

+ Promote a shared responsibility mindset between the owner and the contractor to achieve zero injuries, maintain schedule, and deliver a high-quality project.

+ Collect accurate field data for reporting purposes and ensure that reports are fully accurate, as they are used for management and executive-level decision making.

+ Manage and coordinate the field team to gather all necessary information required for comprehensive and accurate reporting.

+ Maintain thorough documentation to support potential change order disputes, recognizing that incomplete or inaccurate documentation can result in additional project costs.

+ Communicate frequently and clearly with the project manager, providing context and history of information to support decision making and problem resolution.

+ Prepare and submit all required reports and documentation by the established weekly deadline (for example, Friday by 5 p.m. project time).

+ Utilize environmental team members to conduct third-party audits of contractors, serve as a resource for environmental questions, and help ensure environmental compliance.
