Job Description

Parsons is looking for an amazingly talented Senior Environmental Planner to join our team! In this role you will get to work on multiple projects and utilize your experience in the project execution process in Southern Nevada.

What You'll Be Doing
  • Support a water agency serving more than 2.2 million residents as a wholesale water provider. The capital projects encompass new infrastructure, new water resources (including conservation initiatives), and major improvements and upgrades to the existing water system.
  • Coordinate with environmental planners in resource agencies, construction managers and contractors, and solicit outside expertise from subcontractors. Review agency handbooks and standard guidance materials to ensure environmental document consistency.
  • Review Bureau of Land Management (BLM) permits and develop compliance matrices for the requirements contained in the permits.
  • Lead preparation and management of NEPA documents, including categorical exclusions (CEs), environmental assessments (EAs), and environmental impact statements (EISs).
  • Serve as a subject matter expert on ESA compliance.
  • Review tortoise training and environmental species training for compliance with BLM permits, federal laws and regulations.
  • May conduct the training as needed.
  • Ensure adherence to environmental laws, regulations, and permits.
  • Evaluate the environmental impact of operations and identify potential risks.
  • Oversee waste disposal, recycling programs, and hazardous materials handling.
  • Respond to environmental incidents, such as spills or leaks.
  • Prepare reports on environmental performance and compliance.
  • Collaborate with various stakeholders, including government agencies, contractors and consultants.
  • Assemble, integrate and analyze collected data; prepare technical reports, oral presentations summarizing investigation results, staff reports, correspondence and other proposals.
  • Assist in the development of and participate in preparation of notices and other public involvement materials. May help conduct public meetings, develop subsequent responses to comments, and assist in other aspects of compiling the administrative record.
  • Identify research needs and perform analysis to complete work required by the engineering design team as part of the project delivery process. Develop and complete spreadsheets to capture, organize and present complex data.
  • Participate in the continuing development of construction plans and other projects based on statewide, regional and local needs.
  • Help track permit conditions and other environmental commitments through development of later project phases, including preparation of plans, specifications and estimates.
  • Perform other responsibilities associated with this position as may be appropriate.
Required Skills
  • Bachelor’s Degree in Environmental Planning, Environmental Science, Biology, Ecology, or a related field.
  • 10+ years of experience in environmental planning and permitting.
  • Expertise in NEPA documentation and ESA compliance.
  • Excellent written and oral communication skills, and a thorough knowledge of industry practices and regulations.
Desired Skills
  • Master’s degree in a relevant discipline.
  • Clean Water Act experience.
