The Assistant Business Administrator oversees the district's accounting systems, cash flow, financial reporting, and audit processes in compliance with GAAP, NJ Public School finance regulations, and NJ QSAC requirements. Additionally, this role oversees all grants accounting, early childhood accounting, food service accounting, before and after school accounting, payroll services, purchasing services and accounts payable services. The role maintains and reconciles financial records, prepares and develops key budget and fiscal reports, leads internal control improvements, coordinates all internal and external audits, and provides accounting guidance to district staff.
The Assistant Business Administrator ensures accurate financial reporting, supports the annual budget process, and contributes to district wide initiatives as assigned.
In accordance with: N.J.A.C. 6A:9B
- Master's degree in Finance, Accounting, Business Administration or comparable area from an accredited four-year university or college
- Possess or be eligible for the New Jersey School Business Administrator’s Certificate (

) - A thorough understanding of the Generally Accepted Accounting Principles (GAAP) established by the Governmental Accounting Standards Board, school budget preparation and internal control systems
- At least five (5) years experience in finance and/or budgeting and accounting
- At least three (3) years supervisory experience
- Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
- At least three years of experience in a K-12 district as an Assistant School Business Administrator or a School Business Administrator preferred
- New Jersey school district business experience
Major roles and responsibilities include:
- Maintains accounting systems and records in accordance with generally accepted accounting principles (GAAP)
- Reviews and updates system of accounts to ensure alignment with NJ Public School Chart of Accounts
- Oversees the reconciliation of all cash and account balances in collaboration with School Business Administrator
- Provide oversight of the annual district budget including transfers, assigned employee rights and monthly closing to meet timelines of required state approvals.
- Provides oversight for all cash flow and makes recommendations for aggressive cash management and investment of float and surplus funds
- Updates annual estimated cash flow projections for actual monthly results and takes corrective action as needed
- Collaborates with all staff in the Division of School Finance to produce accurate and timely monthly budget statements for school leadership and executive team to review, including budget-to-actuals - to-forecast for income statement, cash flow, and balance sheet
- Closes books for previous fiscal year and prepares for annual audit
- Reviews operations to determine adherence to the fiscal management requirements of NJ Quality Single Accountability Continuum (NJ QSAC)
- Leads the process to improve internal controls, standard operating procedures, cash flow preparation and other fiscal management procedures as prescribed by NJ QSAC requirements
- At the direction of the School Business Administrator, submits statement of assurance for annual NJ QSAC review
- Coordinates with external auditors to ensure the completion of the annual certified audit and the Comprehensive Annual Financial Report; performs internal audits, reviews and inventories to ensure financial compliance and control; ensures appropriate action in response to audit findings
- Provides oversight and accounting assistance to the Division of School Finance in the areas of Payroll, Purchasing, Accounts Payable and all School Accountants.
- Prepares financial statements, various routine and special reports and related work papers for the Board, state Department of Education, external auditors, and for District use
- Manages the coordination of internal and external auditing including federal and state auditors and oversees implementation of the annual corrective action plan (CAP)
- Manages NJ Homeroom and staff that required access
- Under the direction of the School Business Administrator, maintains and updates the Standard Operating Procedure Manual.
- Ensures proper reporting of financial information; reviews all financial documents for accuracy and proper classification
