job summary

the department of business and industry is recruiting to fill an unclassified, non exempt ombudsman for common-interest communities position within the real estate division in las vegas. The incumbent reports directly to the division administrator and serves at their pleasure. They will be responsible for providing leadership, information, guidance, education, and outreach regarding the services, programs, and resources available to homeowners, residents, boards of directors, community managers, and other stakeholders within nevada's common-interest communities.

qualifications
  • five (5) or more years of progressively responsible management or supervisory experience, including responsibility for directing staff, managing workload, conducting employee evaluations, and administering complex programs.
  • demonstrated experience in mediation, conflict resolution, facilitation, or alternative dispute resolution involving multiple stakeholders.
  • experience interpreting and applying statutes, regulations, legal documents, contracts, or governing documents.
  • experience developing and delivering educational programs, workshops, public presentations, or outreach initiatives.
  • experience preparing reports, policy recommendations, correspondence, and presentations for executive leadership, boards, commissions, or public bodies.
  • a bachelors degree from an accredited college or university in public administration, business administration, political science, law, conflict resolution, communications, education, or closely related field is preferred.
job duties

the ombudsman is responsible for the development, implementation, administration, and oversight of the office's educational, informational, mediation, and alternative dispute resolution (adr) programs. In this capacity, the ombudsman works with parties involved in disputes filed with the office to facilitate communication, promote constructive dialogue, and assist in achieving voluntary, mutually acceptable resolutions when appropriate and consistent with applicable law.

the incumbent provides executive oversight of all office programs and operations, including the supervision and direction of professional and administrative staff located in both southern nevada and carson city. They establish program priorities, develop policies and procedures, ensure compliance with applicable statutes and regulations, manage program resources, and represent the office before the commission for common-interest communities and condominium hotels, the legislature, governmental entities, industry organizations, and the public.

  • thorough knowledge of governmental operations and nevada's political and regulatory environment.
  • knowledge of nevada revised statutes and administrative code chapters 116, 116a, 116b, and 38.
  • knowledge of homeowner associations, condominium hotels, community association governance, and common-interest community operations.
  • knowledge of mediation principles, conflict resolution techniques, and adr practices.
  • knowledge of the nevada administrative procedure act (nrs chapter 233b) and the regulatory adoption process.
  • knowledge of public administration principles and supervisory practices.
  • excellent mediation, negotiation, facilitation, and conflict resolution skills.
  • strong written, verbal, and public speaking skills.
  • effective organizational and workload management skills.
  • computer proficiency using microsoft word, excel, power point, outlook, adobe acrobat, and other office software.
  • read, interpret, and apply complex statutes, regulations, contracts, governing documents, and legal materials.
  • analyze facts, identify legal and procedural issues, and formulate defensible recommendations.
  • exercise independent judgment and sound decision-making.
  • maintain professionalism while interacting with hostile, emotional, or confrontational individuals.
  • work effectively with individuals from diverse cultural, social, and economic backgrounds.
  • work collaboratively across organizational divisions and with external stakeholders.
  • learn and implement new technologies and business systems.
  • travel statewide and work evenings and weekends as required.
