Under the supervision of a higher classified employee, the Business Application Analyst plays a key role in enabling and improving department business processes through the effective use of technology solutions in an enterprise environment. This position manages, maintains, and supports a variety of software applications used across different departments, ensuring that employees have access to reliable, secure, and optimized applications. The Business Application Analyst works closely with end users to understand their operational needs, manage technology projects, and enhance workflow automation to drive efficiency.
This position requires excellent problem-solving skills, strong business process analysis capabilities, and the ability to serve as a liaison between business units and technology teams.
- Perform daily application administration duties, including user access management.
- Provide technical and business process support for enterprise applications.
- Facilitate supplemental user training and develop training materials as needed.
- Ensure compliance with IT security policies and promote cybersecurity awareness in all technology implementations.
- Collaborate with users to understand their business needs and match available technology to those needs.
- Develop scope, design requirements, and functional specifications for new software implementations or upgrades.
- Manage department application projects, including vendor software implementations and maintenance projects.
- Support the planning, timing, and management of technology upgrades and replacements.
- Establish and maintain strong relationships with vendors, ensuring adherence to contracts and support agreements.
- Monitor application release notices for security updates and feature enhancements; facilitate timely implementations.
- Troubleshoot and resolve application-related questions and issues and coordinate resolutions with vendors or internal IT staff.
- Develop and maintain expertise in application reporting tools such as SQL Server Reporting Services (SSRS) and Business Objects.
- Document report requests and develop reports as necessary to support business operations.
- Contribute to the development and execution of disaster recovery plans for critical applications.
- Maintain internal knowledge base and ensure up-to-date troubleshooting resources are available.
- Participate in county-wide IT initiatives and cross-functional committees as assigned.
- Assist the public and other governmental agencies with inquiries related to supported applications.
- Perform other related duties as assigned.

EMPLOYMENT QUALIFICATIONS Knowledge, Skills, and Abilities:- Strong knowledge and experience in using and supporting enterprise software applications to achieve business goals.
- Prior job-related experience in information technology, business process analysis, and application support
- Excellent troubleshooting skills and analytical problem-solving abilities.
- Strong interpersonal and communication skills with the ability to interact effectively with non-technical users.
- Ability to manage multiple tasks and projects simultaneously.
- Must have competence in ESRI ArcGIS Desktop Suite, Microsoft 365 Desktop Suite, Mobile GIS/GPS Systems.
- Competence in Trimble Cityworks preferred. Demonstrated knowledge of relational databases, specifically SQL Server, including experience with T-SQL.
- Experience with reporting tools such as SQL Server Reporting Services (SSRS) and Business Objects.
- Understanding of IT infrastructure components, including applications, servers, networks, and cloud technologies.
- Experience in coordinating technology solutions in a team-oriented environment.
- Ability to lead and manage projects using standard project management principles.
- Experience with survey and property description preferred
- Experience with engineering and construction record drawings preferred.
Relevant certifications in business analysis, project management, or specific software solutions may be preferred based on departmental needs. Additional training or testing may be required as deemed appropriate by leadership.
