Job Description
The University of Nevada, Las Vegas invites applications for Programmer, Administrative Services [R0151748]. A Programmer in Administration Technology Services (ATS) provides high‑level technical design, development, and support for a diverse portfolio of administrative systems. This role is responsible for the full lifecycle of applications governing Delivery Services, Parking & Transportation, Telecommunications, and ATS‑developed software such as Central Billing. Utilizing C#, .NET,
SQL, and related technologies, the programmer ensures that technical solutions align with business use‑cases, follows a security‑by‑design approach, and operates within established Software Development Life Cycle (SDLC) and ITIL frameworks.
This position is responsible for the technical integrity and support of systems within the following areas:
- Delivery Services:
Mail sorting/digitization, shipping management/last‑mile delivery, and business asset lifecycle (tagging, surplus, and disposal). - Parking & Transportation:
Parking management, License Plate Recognition (LPR), car‑counting systems, and permit payroll deduction integrations. - Telecommunications:
Call tracking/accounting and service request systems for hardware and repair. - ATS Custom Solutions:
Proprietary software such as Central Billing, and service agreements with departments outside of Administrative Services (Team Dynamix, Visual Lease, Tuition Calculator).
- Business Intent:
Solutions solve the underlying operational problem, not just the technical request. - Security Leadership:
Cybersecurity best practices are integrated into every design and clearly explained to all end‑users. - Documentation Quality:
System documentation exists, is maintained through regular reviews, and adheres to department change‑management standards.
Administration Technology Services (ATS) is a shared services support unit that serves the technical and organizational needs of UNLV Business Affairs Administration. It functions as an internal service provider for units such as Delivery Services, Parking & Transportation, Risk Management & Safety, and Telecommunications Services, often collaborating with OIT.
Minimum Qualifications- Bachelor’s degree in Computer Science or a related field; or equivalent experience as outlined below.
- One to three years of experience developing software according to technical specifications, compliance requirements, and development standards.
- Experience automating information exchange and process initiation between software systems.
- Experience developing software that supports business operations.
- Proficiency in SDLC phases, models, documentation, and best practices.
- Understanding of ITIL principles, processes, and how code fits into a larger Service Value System.
- API development experience, including SFTP and REST protocols.
- Strong skills in SQL, C++, C#, .NET, MVC, XHTML, CSS, XML, and related ATS technologies.
- Experience with software version control.
- Knowledge of security software development and cybersecurity best practices.
- Ability to develop technical specifications for use during development and implementation.
- Design, analyze, and modify databases, data systems, dashboards, and reports.
- Read, debug, and document code and database elements written by others.
- Research and analytical skills for problem solving.
- Excellent communication skills with non‑technical personnel.
- Ability to follow a plan of action, report issues, and provide detailed status updates.
- Ability to manage multiple concurrent tasks and track items placed on hold.
- Background‑check clearance.
- Maintain, reference, and utilize department documentation.
- Justify work performed for customers, leaders, or auditors.
- In lieu of a bachelor’s degree, applicants may qualify with four additional years of relevant experience or with an associate’s degree plus two additional years of relevant experience.
