Position: DEPARTMENTAL SYSTEMS ADMINISTRATOR

Job Overview

Clark County Recorder’s Office is seeking a qualified Departmental Systems Administrator (DSA). The DSA will oversee and maintain the department’s computer systems, hardware, software, and related equipment, and provide support for recordation applications, SQL database management, reporting, and various customer service and audit needs.

Responsibilities
  • Provides lead direction, training, and work review to departmental staff assisting in the automation process; organizes and assigns work, sets priorities, and follows up to ensure coordination and completion of assigned work.
  • Provides input into selection, evaluation, disciplinary and other personnel matters; may sign evaluation forms and counsel employees as required.
  • Gathers and analyzes information regarding departmental systems and requirements and those of related departments and develops or modifies automated systems to fulfill these needs.
  • Conducts feasibility studies and develops hardware and software specifications and cost requirements.
  • Coordinates departmental activities with activities of the centralized information systems staff; serves as liaison between the department and information systems staff.
  • Plans, organizes and installs departmental personal computer and network hardware and software.
  • Develops program specifications, logic and processing steps; may code programs in a variety of languages using structural programming techniques or may modify personal computer ASSEMBLER language and related systems utilities.
  • May install and configure personal computer and/or network systems.
  • May install, design, maintain, and/or troubleshoot a complex computer inter-network, including physical cable and telecommunications within the department and with other County users.
  • Plans and develops test data to validate new or modified applications; designs input and output forms and documents.
  • Troubleshoots hardware and software problems, as needed, for departmental user staff.
  • Writes program documentation, user procedures, documentation and instructions and instructs departmental staff in using hardware and software applications and automated systems; conducts training programs and provides one-on-one instruction as required.
  • Maintains records and prepares periodic and special reports of work performed.
  • Maintains current knowledge of hardware, software and network technology and recommends upgrades to departmental management.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle in the course of the work to visit various departmental work sites.
Minimum Requirements
  • Bachelor’s Degree in Computer Science, Management Information Systems, or related field and four (4) years of full-time professional level experience in systems analysis and design and hardware and software acquisition in a departmental environment, including some lead or supervisory experience.
  • Advanced degree in an appropriate field preferred; additional experience in systems analysis and/or programming may be substituted for the education on a year-for-year basis up to a maximum of two (2) years.

  • Employment is contingent upon successful completion of a background investigation and pre‑employment drug testing.
  • Candidate must be legally authorized to work in the United States.
Physical Demands

Mobility to work in a typical office setting and use standard office equipment; stamina to remain seated and maintain concentration for an extended period; vision to read printed materials and a computer screen; hearing and speech to communicate in person or over the telephone; and the ability to travel to and from various County locations to attend meetings and other off‑site events.
