Position: IT PROFESSIONAL 3 - UNIFIED COMMUNICATIONS

This nonsupervisory position is in Las Vegas, Nevada within the Governor’s Technology Office, Unified Communications. The NCAS South administrator is responsible for co-managing and maintaining the statewide Nevada Camera/Card Access System (NCAS), which includes access control and video surveillance platforms across state facilities and provides backup level duties to manage the State’s information security programs and policies. This role ensures the security, integrity, and operational efficiency of physical access and camera systems, supporting compliance with state security standards and privacy regulations.

Also, this role ensures the confidentiality, integrity, and availability of data and digital assets by aligning security strategies with State objectives and regulatory requirements. The incumbent will be responsible for the co-management and maintenance of the NCAS software and platform (C-CURE), user access, system configuration, billing and reporting, and troubleshooting issues related to NCAS. The incumbent will be responsible for training partition administrators and coordinating with departments that have installed NCAS to ensure the proper and consistent use of the system.

The incumbent will also implement and enforce access and video surveillance security protocols and policies in compliance with State standards. The incumbent will also coordinate with vendors and agencies on new building installations and maintenance issues. The incumbent will also perform backup ISO duties consisting of, but not limited to: the continuous development, implementation and updating of security and privacy policies, standards, guidelines, baselines, processes and procedures in compliance with local, state and federal regulations and standards for State information systems, the conduction of regular security risk assessments and vulnerability analyses to identify potential threats to computing networks and infrastructure, assists with security incidents and conducts complex investigations;

prepares written findings, recommendations and follow up evaluation; and analyzes patterns and trends, and any other requirements set forth from the GTO.

Information Technology (IT) Professionals analyze, develop, implement, maintain, and modify computer operations, systems, networks, databases, applications, and/or information security. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency.

Bachelor's degree from an accredited college or university in computer science, management information systems, or closely related field and three years of professional IT experience relevant to the duties of the position which may include computer operations, systems administration, network administration, database administration, applications analysis and development, and/or information security, one year of which was at the journey level; OR one year of relevant experience as an IT Professional II in Nevada State service;

OR an equivalent combination of education and experience as described above.

Conduct detailed alternative analyses and determine end-user requirements through consultation with end-users, technicians, vendors, management, and others.

Maintain documentation related to the assigned IT specialization’s architecture, operations, and other records of work activities as required.

Maintain current knowledge of technological trends and advancements in the IT field as well as security management practices, laws, policies, and ethics.

Participate in recommending and justifying resource allocations and expenditure decisions, tracking, and recording expenditures, preparing purchase requests, and writing technical requirements for grant proposals.

Perform related duties as assigned.

Under general direction, incumbents perform advanced journey level duties and may train, supervise, and evaluate the performance of subordinate staff and/or serve as a project leader as assigned.
