Job Description

The National Guard Bureau (NGB) J1 Warrior Resilience and Fitness (WRF) Division requires a contracted team to manage the implementation of the National Guard (NG) Connectedness and Relationship Education (CARE) System. This includes planning and execution of site visits, trainings and briefings across the nation, marketing campaigns, implementation and evaluation plans. The contracted team will work in coordination with the WRF Partnerships and Programs Branch and NG CARES Director.

Interactive Government Holdings (IGH) is seeking a qualified, trained, and capable individual to serve as Program Manager for the National Guard Connectedness and Relationship Education System.

Major Responsibilities
  • Work closely with the National CARES Team, their respective S/T/DC CARE Leads, cross‑functional teams, and collaboration partners to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
  • Co‑ordinate with the National Guard Bureau to identify the government points of contact at each state and work with the embedded Program Managers and Coordinators in the lead states.
  • Assess and identify capability gaps and opportunities for improvement to enable a culture of high performance and report findings to senior leadership.
  • Monitor organizational progress against the execution of plans and ensure alignment with organizational strategies.
  • Manage multiple complex projects in a fast‑paced environment with many partners and stakeholders.
  • Work with other Program Managers to identify risks and opportunities across multiple projects within the organization.
  • Analyze, evaluate, and overcome program risks and produce program reports for managers and stakeholders.
  • Manage and develop the Program Coordinator.
  • Meet timelines for administrative tasks, activities, and events.
  • Collect, assimilate, and showcase data to objectively support lines of effort and resource funding.
  • Maintain accurate data files and records to enable management to track program progress and status.
  • Create and coordinate online registration for events that require registration, using Army 365 and Microsoft Forms.
  • Attend all meetings, present trainings and reports as needed.
  • Coordinate with internal and external networks to obtain resources for events, manuals, supplies, and materials.
  • Provide monthly documents and reports that are accurate and meet the suspense of the 1st of each month 98% of the time.
  • Due to the nature of the service, experience with the military is required. Experience can be gained through prior or current military service, member of a military family, or service as a military family volunteer.
  • Must possess and maintain a valid state‑issued driver’s license and a personally owned vehicle that can be utilized.
  • Work may vary; an uncommon tour of duty may be required. Flexibility with working schedule is mandatory because it impacts the ability to support and serve military.
  • Travel is anticipated for training and will include regional and national mobile training team events.
  • Contractor employees will be reimbursed mileage according to JTR.
