Position: MANAGER 1, CLINICAL PROGRAMS

Clinical Program Manager I

The Division of Child and Family Services is recruiting for a Clinical Program Manager I in the Latency Age Day Treatment Program in southern Nevada Child and Adolescent Services in Las Vegas, Nevada. The Latency Age Day Treatment Program provides after school treatment for children from the ages of seven to eleven. This position is the clinical lead for the program and is responsible for planning, organizing, implementing and directing all program activities by establishing goals, objectives, policies, and procedures;

monitoring and evaluating program performance; developing and monitoring budgets; integrating programs with other state and community services; and supervising clinical and administrative staff, including professional clinicians. Subordinate clinical staff work primarily in the fields of clinical social work, psychological assessment and therapy, clinical professional counselors, and/or marriage, family and child therapy. Clinical Program Managers ensure compliance with applicable laws, licensure and funding requirements;

establish and/or implement admission/discharge criteria and waiting list priorities; develop and/or implement performance indicators and reporting mechanisms as part of agency accreditation and quality assurance/improvement efforts; receive and respond to feedback from consumers and advocacy groups regarding services provided and unmet needs; monitor and evaluate clinical service delivery, and fiscal performance indicators; develop and implement corrective action plans. This position may also provide direct clinical services, as well.

The primary population served is Medicaid Eligible and uninsured children. The ideal candidate will bring a positive outlook on serving children and families while supporting clinicians who do this work and have a strong affinity for reflective supervision practices and enjoy quality assurance work. Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.

This position is full-time with a standard schedule, Monday-Thursday 8:00am-6:00pm. Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

Essential Qualifications

Three or more years of applicable post-Master's experience as described in the job duties with a minimum of one-year supervisory/managerial experience and a Master's degree in a field of study applicable to the job duties.

Job Duties

Manage psychologists and/or subordinate supervisors of professional clinicians or mental health counselors.

Manage a rural mental health clinic and satellites, a regional or statewide program.

Establish goals, objectives, policies, and procedures and monitor and evaluate program performance.

Design program components to achieve goals of governing bodies and management.

Ensure compliance with applicable laws, licensure, and funding requirements.

Develop and/or implement admission/discharge criteria, performance indicators, and reporting mechanisms.

Participate in agency accreditation and quality assurance and improvement efforts.

Receive and respond to feedback from consumers and advocacy groups regarding services provided.

Monitor and evaluate clinical, service delivery, and fiscal performance indicators and develop and implement corrective action plans.

Solicit and evaluate service delivery proposals and participate in selecting contract service providers.

Work with private providers to provide the services needed.

Monitor providers' performance and identify and communicate corrective actions.

Approve payments and revoke or recommend revocation of agreements.

Develop and monitor budgets, forecast revenues and expenditures, and approve and monitor expenditures.

Coordinate program services with courts, law enforcement, school districts, and other stakeholders.

Provide court testimony and present legislative testimony regarding assigned programs.

Analyze and propose legislative changes, draft amendments, and provide testimony.

Ensure client access to 24-hour emergency evaluation and crisis intervention services.

Enforce standards for clients' rights, professional ethics, and health and safety of employees and clients.

Investigate incident reports and consumer complaints, submit reports, and take corrective action.

Liaise between various stakeholders to coordinate activities, resolve issues, and represent agency interests.

Oversee and ensure the maintenance of clinical records.

Oversee the work and performance of supervisory employees.

Train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people.

Perform related duties as assigned.
