Position Summary
The Construction Cost Estimator is responsible for developing accurate, defensible Independent Government Cost Estimates (IGCEs) for long term capital projects as well as maintenance, repair, alteration, and construction efforts. This role conducts cost analysis, market research, and feasibility reviews to support project planning, budgeting, and acquisition activities. The Estimator works closely with the Contracting Officer and site management team to evaluate proposed changes, support negotiations, and ensure cost integrity throughout the project lifecycle.
Essential Duties & Responsibilities
- Develop detailed Independent Government Cost Estimates (IGCEs) for construction, repair, alteration, and maintenance projects.
- Prepare cost analyses, cost reviews, and validation of contractor proposals.
- Conduct market studies, including material and system availability, pricing trends, and feasibility assessments.
- Support the Contracting Officer and site management team in evaluating the merit of proposed changes and developing negotiation strategies.
- Participate in negotiations and provide cost expertise to support fair and reasonable pricing.
- Prepare cost estimates for program and project budgeting, planning, and forecasting.
- Produce Rough Order of Magnitude (ROM) estimates that generally fall within ±20% of negotiated prices.
- Provide estimating support during strategic planning, mission analysis, and project development phases.
- Maintain accurate cost data, historical pricing, and estimating tools to support ongoing and future projects.
Qualifications
- US Citizen
- Bachelor's degree in construction management, engineering, or related field; equivalent experience considered.
- Minimum 5 years construction cost estimating experience.
- Strong understanding of construction methods, materials, labor, and industry cost standards.
- Experience preparing IGCEs for commercial or Government construction projects.
- Ability to interpret drawings, specifications, and contract documents.
- Strong analytical, communication, and negotiation support skills.
- Proficiency with estimating software, cost databases, and market research tools.
