Communities Unlimited, Inc. seeks a Water/Wastewater TAP to provide technical assistance and planning support to rural and underserved communities. In this field-based role, you will assess water and wastewater systems, analyze operational and financial performance, and help local leaders develop sustainable solutions. Responsibilities include conducting onsite system evaluations, compliance and risk reviews, and capacity assessments; preparing technical reports and funding applications;

facilitating training for utility boards and operators; and coordinating with state and federal partners. This mission-driven position blends engineering, finance, and community engagement to strengthen essential infrastructure.

Responsibilities

  • Conduct onsite assessments of rural water and wastewater systems, including infrastructure, operations, and management practices.
  • Evaluate regulatory compliance, system performance, and financial health; identify risks and recommend corrective actions.
  • Prepare technical reports, improvement plans, and funding strategies tailored to small and rural utilities.
  • Assist communities with grant and loan applications for infrastructure projects, coordinating with state and federal agencies.
  • Provide training and capacity-building for utility staff, boards, and local leaders on governance, finance, and operations.
  • Support long-term sustainability through asset management planning, rate studies, and policy recommendations.
  • Collaborate with internal team members and external partners to deliver integrated community and economic development solutions.
  • Document activities, outcomes, and impact in organizational systems and contribute to continuous improvement of tools and methods.
