Examplesof Duties
- Plans, organizes, and directs landfill operations,
- Manages landfill staff and solid waste transport.
- Monitors landfill materials for regulatory compliance and coordinates recycling bin pickups and material pickup
- Ensures proper landfill construction and maintenance,
- Operates equipment to compact refuse and grade landfill structures and access roads.
- Manages landfill systems to control leachate, methane, and environmental emissions.
- Maintains and calibrates monitoring equipment and ensures upkeep of all facilities and equipment.
- Manages purchases and inventory, ensuring budget compliance and timely reordering of parts and supplies.
- Ensures workplace safety through site monitoring, staff training, and enforcement of safety procedures.
- Maintains records and reports to ensure compliance with state solid waste regulations.
- Manages supplier and contractor contracts; coordinates staff and equipment for hauling and off-site projects.
- Operates various heavy equipment for landfill operations.
- Handles public inquiries and complaints, provides assistance, and supports scale house operations.
- Research waste management laws to ensure landfill compliance.
Possession of a valid North Carolina driver’s license.
Possession of or ability to secure within 1 year, Manager of Landfill Operations certification.
Possession of or ability to secure within 1 year appropriate SWANA certifications.
Typical QualificationsGraduation from high school with considerable experience in environmental technologies, hazardous waste, landfill management and operations; including supervisory experience; or an equivalent combination of education and experience.
Supplemental InformationCriminal records check, drug screen, and references will be required for the successful candidate.

Scotland County offers a wide range of benefits, including healthcare, supplemental plans and retirement programs.
HealthWe offer a high-deductible health plan with a $3300 deductible (Single). This program includes a Health Savings Account (HSA). Employee only coverage is completely funded by the County, PLUS the County contributes $1200 to the HSA annually.
DentalOur dental plan provides for preventive services, such as cleanings each year, at 100%. There is a $25 deductible for other services. Basic services pays at 80% and other major services at 50%. The County contributes $14.47 per month for employee coverage.
Voluntary PlansEmployees may choose from a variety of plans arranged through Mark III Benefits. These include AFLAC Accident, Critical Illness and Hospital Indemnity plans;
Met Life Group Cancer;
Mass Mutual Whole Life; and Superior Vision plans. In addition we offer Short-term and Long-term disability.
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.
RetirementPension is offered through the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account. The County also contributes % (law enforcement 16.08%). 401(k) and 457 are supplemental retirement plans administered by Empower. For the 401(k) plan, employees contributing a minimum of 1% are eligible for the County contribution of 2.5% toward their account.
Employees contributing at least 3% or greater are eligible for a County Contribution of 3%. Law Enforcement Officers receive a 5% County contribution. The 401(k) plan offers both pre-tax and Roth after-tax contributions. The 457 plan is tax-deferred with no minimum contribution requirements.
The County offers longevity pay to employees with at least 5 years of continuous service.
