As the Manager, Fleet Services with Norfolk County, you’ll lead the maintenance, management, and lifecycle planning of the County’s fleet, ensuring vehicles and equipment remain safe, reliable, and compliant. Your work will support essential municipal services by maximizing fleet performance, controlling costs, and keeping staff and residents moving safely.

Duties and Responsibilities:- Develop Department goals and objectives in concert with approved Corporate Strategic Goals and directions the Department's operations to achieve those goals.
- Administer applicable legislation and regulations relevant to the Department; including relevant collective agreements and other corporate policies.
- Provide leadership and apply sound human resource management practices (recruitment, development and performance management) in accordance with approved policies to ensure an effective team and manage the day-to-day operations of the department.
- Supervise according to the County’s personnel policies and the terms of the Collective Agreements.
- Assist with hiring and orientation of new employees.
- Organize and schedules work assignments and assigns crews and equipment accordingly.

- Develop, implement, review, maintain and continuously improve appropriate strategies, plans, policies, procedures and agreements that support successful achievement of the Department's defined goals and objectives. Communicate; ensure understanding and adherence by Staff.
- Asset Management (selection, procurement, use, care and lifecycle analysis of vehicle and equipment assets)
- Ensure all works are undertaken and constructed to an appropriate standard and in compliance with applicable legislative and regulated requirements.
- Establish and maintain short and long-term effective programs for assessing the effectiveness and security of fleet, proactively developing alternative options for consideration and action, including research of new developments in the industry.
- Prepare and develop the Fleet budget, implement approved works and monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget or seeking required budget adjustments. Meeting with County departments to ensure needs met.
- Deliver cost-effective programs and services to the County and public. Oversee program, project and contract management of operations and capital projects.
- Prepare, review and award tenders and quotes, coordinate tendering, undertake negotiations and undertake purchasing and accounts management of applicable budgeted works, including pre, mid, and final build inspections of vehicles.
- Administer and ensure compliance with applicable legislated and regulatory matter related to fleet and the garage to protect staff and public health and safety. Seek and /or amend County specific policies and procedures as required. Mitigate orders as required.
- Prepare, review and present reports related to departmental issues such as tender analysis, contract awards, by-law amendments, budget recommendations, current condition of the County fleet and equipment and program updates to Department leadership, Senior Leadership Team and/or Council, as required. Ensure Departmental Staff are aware of the content to the extent possible.
- Administration, operation and security of the County Fuel stations and systems, e.g. access codes, training, record keeping, inventory.
