Position Summary & ResponsibilitiesThe position (K0227205) serves as the central point of contact for the procurement of all goods and services for assigned bureaus using appropriate procurement methods within policies and guidelines established by KDHE Director of Purchasing and the State Division of Purchases. It involves understanding the Requisition-to-Payment process in the Statewide Management Accounting and Reporting Tool (SMART), preparing requisitions, researching contracts, monitoring orders, and ensuring timely receipt, invoicing, and payment.
Key responsibilities include:
- Preparing requisitions according to established procedures.
- Researching contracts and ensuring purchases are made through appropriate vendors.
- Monitoring orders to ensure items are received and contract pricing is reflected.
- Stamping date upon receipt of vendor invoices or documentation.
- Preparing payment vouchers only when authorization to pay is received.
- Checking encumbrance balances to confirm funding availability prior to generating payment vouchers.
- Maintaining and utilizing Business Procurement card accounts in accordance with policies.
- Submitting transaction logs for Business Procurement card purchases timely to avoid payment delays.
- Keeping abreast of Division of Purchases and KDHE policies, state and agency travel policies.
- Answering purchasing, accounts payable, and travel inquiries and communicating policies to agency staff.
- Using knowledge to resolve inquiries before elevating to upper level staff.
- Monitoring the KDHE Accounts Payable email account daily and retrieving invoices for assigned bureaus.
- Processing invoices for payment within two days of receiving authorized invoices.
- Education:
High School / GED. - Licensing & Certification:
Valid Driver's License. - Minimum Qualifications:
Six months of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit (education may be substituted). - Preferred Qualifications:
- Microsoft Word, Excel, PowerPoint, Access.
- Proofreading, editing, attention to detail.
- Experience in collecting, studying or reporting on fiscal or administrative data.
- Ability to multi‑task and manage several projects at one time.
- Knowledge of Division of Accounts and Reports and Division of Purchase policies and procedures.
- Experience utilizing SMART system.
- Two years’ experience working with State of Kansas accounts payable and travel reimbursements.
- Post-Offer, Pre-employment Requirements:
- Kansas Tax Clearance Certificate (to be obtained within ten days of job offer).
