Organizational Setting

ICAO’s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation.

The Operational Safety (OPS) Section in the Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for inclusion in Annex 1 – Personnel Licensing, Annex 6 – Operation of Aircraft, Annex 7 – Aircraft Nationality and Registration Marks, and Annex 8 – Airworthiness of Aircraft. In addition, the OPS Section is also the steward of both PANS – OPS and PANS – Training.

The OPS Section contributes to the ICAO Global Aviation Safety Plan and the ICAO Universal Safety Oversight Audit Programme (USOAP), manages safety recommendations addressed to ICAO, conducts and participates in seminars on subjects within its technical mandate, and supports Panels of the Air Navigation Commission and expert groups.

To provide technical assistance to States in establishing and enhancing their safety oversight systems to effectively implement Personnel Licensing-related SARPs, ICAO has developed the Implementation Pack (iPack) delivery model. iPacks include all necessary components for achieving their goal, including ICAO documents, standardized training courses, tools, and a dedicated subject matter expert working either remotely or on‑site with the national iPack team.

For purposes of this job description, the national ICAO Government Safety Inspector – Personnel Licensing (PEL) iPack team is comprised of representatives from the Civil Aviation Authority, i.e. CAA licensing office staff and aviation safety inspectors, who are involved in Personnel Licensing activities. These team members are charged with Personnel Licensing tasks and the development, implementation, and oversight of the PEL system during and after the ICAO SME assignment period.

Responsibilities

Function 1 – Lead the ICAO Government Safety Inspector – Personnel Licensing (PEL) iPack Team in Establishing and Maintaining a CAA PEL System as per Annex 1 requirements.

  • Explain personnel licensing requirements of Annex 1 and familiarize the iPack team with related guidance material.
  • Lead the iPack team in drafting or reviewing and refining the national stakeholder management strategy that addresses the five functional areas of personnel licensing: examination, licensing, training, regulation, and administration.
  • Guide the iPack team in drafting or reviewing and refining appropriate regulations, procedures, and guidance materials for inspectors to conduct their certification and oversight activities.
  • Identify and address deficiencies in the personnel licensing system.

Function 2 – Lead the PEL iPack Team in the Development of Training, Knowledge and Skill Testing Materials for Flight Crew and other Applicants as prescribed in Annex 1, obtaining knowledge testing services from an outside provider, and managing a knowledge testing system.

  • Guide the iPack team in developing or refining internal guidance, policies, and procedures that address the delegation of specific testing functions, creation of effective knowledge tests, training for staff, and creation or refinement of knowledge test guides.
  • Administer, grade, and document the results of knowledge tests.
  • Guide the iPack team in developing or refining internal guidance, policies, and procedures that address the responsibilities of the PEL office, updates to the knowledge testing bank, applicant performance standards, and the system to record testing results.
  • Conduct flight crew licence and maintenance technician skill tests.
  • Guide the iPack team in developing or refining internal guidance, policies, and procedures that address the standards for skill testing, skill test design, issuance, applicant performance standards, language testing procedures, and qualifications for testing staff and examiners.
