OverviewRole within the British Embassy Ethiopia’s Programme Development Excellence (PDEL) Team, in the M&E branch. You will help set strategic direction and drive FCDO’s performance and innovation in the UK’s largest regular bilateral development programme in the world, supporting the implementation of the FCDO and British Embassy Ethiopia’s strategy for results, evaluation and evidence. You will define and refine the embassy’s approach to results, evidence and evaluation and build M&E capability across the office.
The portfolio covers humanitarian support, health, education, WASH, economic growth and good governance. You will work with HMG partners, the Ethiopian Government, donors and delivery partners to gain broad experience. The post sits in the M&E team and leads on coordinating coherent delivery of the embassy’s programming, maximising value for money and promoting excellence. You will report to the Team Leader and work with other team leads, the Development Director and Deputy Head of Mission, advisers, Programme Managers and senior leaders.
You will be responsible for line managing an HEO programme and results manager; coaching and mentoring colleagues is essential.
- Results Management: Maintain the mission-wide results framework and track outcomes. Support senior leadership to facilitate discussions and strategic decisions in governance bodies.
- Business Case Development: Support teams to develop/update their Theory of Change and ensure appropriate M&E approaches are included in BC design.
- Log-frames: Support development of LFs at the BC stage, ensure indicators/baselines/milestones/targets, and provide a challenge function on data and evidence used for reviews.
- Project Reviews: Input and quality assurance of Annual Reviews and Project Completion Reviews (output reporting) before submission.
- Monitoring, Evaluation & Learning (MEL): Build capability to maintain MEL systems, participate in field visits, validate partner reports, support third-party monitoring and beneficiary feedback mechanisms, and disseminate lessons learned.
- Evaluation Support: Co-design evaluations, support ToRs, bid reviews, inception reports, data collection, final reports, and develop communications for evidence findings.
- Learning & Knowledge: Lead the learning agenda, document lessons, highlight significant stories, and promote adaptive learning and knowledge sharing across the mission.
- Statistics Support: Promote use of data for decision making; consolidate monitoring data for reporting; support use of national/international statistics; engage with partners on statistical needs; conduct data quality due diligence; liaise with East Africa Research Hub; represent the Embassy in Statistics and Evaluation networks.
Resources managed: Line management of an HEO programme and results manager.
Essential qualifications, skills and experience- Qualification: Masters degree in Statistics, Programme Management or similar relevant field.
- Work Experience: Minimum 7 years’ experience, preferably in the aid/development sector.
Language requirements: English and Amharic (Fully-operational).
