Water and Sewer Billing Analyst - Water DepartmentEssential Duties and Responsibilities:
- Oversee and execute standard operating procedures for the customer service office related to water, sewer, and stormwater billing.
- Assist the Water Commission in processing approximately 12,600 water bills for the City , ensuring accuracy and timely issuance.
- Research customer disputes and complaints; calculate potential adjustments; and prepare recommendations for supervisory review.
- Analyze and audit billing operations for each district, ensuring accuracy of meter reads, consumption data, and account classifications.
- Provide assistance to customers regarding billing questions, account status, consumption concerns, and payment options, including in a second language where applicable.
- Establish new customer accounts and regularly update meter and billing databases, including changes in service, ownership, or meter configuration.
- Train water meter technicians on administrative tasks related to billing, data entry, and meter-reading procedures.
- Assist with the download, verification, and transfer of meter reads from the City's automated meter reading systems into the financial accounting system.
- Run reports and complete end-of-month billing procedures, including reconciliation of accounts and verification of billing exceptions.
- Review and resolve billing exceptions or errors, including high-variance bills, miscoded land uses, or incomplete meter reads, prior to bill issuance.
- Verify applications and coordinate benefit payments for the Low‑Income Household Water Assistance Program (LIHWAP).
- Assist with billing and invoicing related to backflow prevention and cross-connection control programs.
- Maintain accurate and up-to-date account records in MUNIS and the Automated Meter Reading system.
- Track and report billing data, identifying trends, irregularities, or anomalies in water usage or account activity.
- Assist with the full billing cycle for stormwater fees, ensuring accurate application of rates to residential and commercial accounts.
- Perform other related billing and administrative duties as assigned to support the effective operation of the Water and Sewer Department.
- Any other duties and responsibilities deemed necessary.
