Pursuant to the provisions of the General Laws, Chapter 31, Section 29 and the revised Ordinances of the City of Methuen, Section 6-23, the Mayor announces the following vacancy:

Methuen is looking for a detail-oriented and knowledgeable professional to join our team in a full-time, in-person role appraising real and personal property within the City. In this position, you’ll handle both office and field work related to the assessment of taxable and exempt properties, including reviewing land changes from deed transfers, subdivisions, and map updates. You’ll examine deeds, maps, building plans, permits, personal property records, and market data to ensure all taxable property is accurately identified and valued, gather additional appraisal information from banks, real estate professionals, and attorneys, and determine fair market values for all real and personal property as of January 1 of each year in accordance with Massachusetts General Law.

Duties include managing additions, deletions, and changes to assessment accounts. A big part of the role involves working directly with property owners and their representatives, explaining assessments, revaluations, abatements, exemptions, and how new or proposed construction may affect property values. The Assessor also reviews and investigates requests for property tax abatements, prepares comparative cost and sales studies, and assists with presentations for appellate court or Appellate Tax Board cases.

As a member of the Board of Assessors, the Assessor participates in regular meetings to discuss and support valuation decisions, provide technical expertise, and testify at hearings when needed. Additional responsibilities include day-to-day supervision of department staff and/or contracted assessment vendors.

Bachelor’s degree in related field with five (5) years of progressively responsible experience or equivalent combination of education experience. MAAO Certificate OR ability to complete the basic course of training and pass the exam through the MAAO within two (2) years of appointment. Must possess a valid motor vehicle license. Strong knowledge of federal, state, and local legislation relative to assessing property, taxation, abatements and related fields required.

Experience with MUNIS preferred. Bilingual Spanish/English preferred.
