Business Manager – Assurance & Compliance

Job Description

This position will oversee the Assurance & Compliance team within the Fiscal Management Division of the Department of Water Resources. The team manages bank reconciliations, fixed assets, journal entries, accounts receivable monitoring, balance sheet account reviews, financial surveys, month‑end and year‑end close activities, and coordinates with the Department of Financial Services for accounting and reporting.

• Prepare, review, analyze, and submit complex financial data and reports, reconciliations, work papers, communications, schedules, tables, and statements to internal departments, financial institutions, and external agencies.
• Resolve complex reconciliation and account analysis problems requiring in‑depth research.
• Coordinate and participate in special projects related to financial activities.
• Supervise, train, evaluate, and manage work assignments for analysts.
• Ensure tasks are completed and deadlines are met.
• Serve as department liaison for accounting‑related items, including internal and external audits.
• Develop and implement financial procedures.
• Perform other duties of similar nature or level.

This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.

Grade 103. Salary will depend on education and experience.

• Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field.
• Three years of progressively professional‑level accounting experience.
• Valid driver's license.

Five years of progressively professional‑level accounting experience.
