Job Description

The Project Coordinator position will be responsible for providing program leadership and emergency operations for the Warming Stations. This position is an essential worker
, which may require on‑call rotation and emergency after‑hours, weekends and/or holidays. The incumbent will be responsible for staffing, scheduling, and workforce management.

Essential Duties
  • Plan, coordinate, execute, and evaluate all Warming Stations operations, including activation, extended operations, consolidation, and shutdown, in accordance with approved Standard Operating Procedures and emergency protocols.
  • Oversee recruitment, hiring, onboarding, training, supervision, and performance management of seasonal warming station attendants to ensure appropriate staffing coverage across all activated sites and shifts.
  • Develop and manage complex multi‑site, overnight staffing schedules; review and approve attendant time entries; and ensure payroll accuracy and compliance with County policies and procedures.
  • Provide ongoing operational oversight for all active Warming Station locations to ensure consistent application of procedures, safety standards, service quality, and chain of command escalation.
  • During non‑activation periods, coordinate supply planning and ordering, support outreach operations and One Stop For Help initiatives, assist with operating budget preparation and monitoring, contribute to data collection and reporting strategies, and evaluate program performance to improve readiness, access, and resident participation.
  • During non‑operational periods, plan, order, inventory, and stage supplies—including bedding, meals, sanitation materials, and operational equipment—to ensure readiness for rapid activation and sustained operations.
  • Support outreach for One Stop For Help initiatives during non‑activation periods; assist with operating budget preparation and monitoring; contribute to data collection and reporting strategies; and evaluate program performance to strengthen partnerships, improve procedures, and enhance future Warming Station readiness.
Public Speaking Duties
  • Provide verbal briefings, instructions, and operational guidance to Community Navigators, Site Supervisors, and Warming Station Attendants regarding activation status, procedures, safety protocols, schedule changes, and incident response expectations.
  • May speak with the public or press during operational or emergency situations.

Job Requirements /Information
  • This is a safety‑sensitive position that will require a pre‑employment drug test and subsequent random drug and alcohol testing.
  • This role may require on‑call rotation and emergency after‑hours, weekends, and/or holidays.
Grade

The grade for this position is 103. Salary will be dependent on education and experience.

Minimum Qualifications
  • Bachelor’s degree in business administration, public administration, emergency management, health and human services, nonprofit management, or a closely related field AND
  • 3 years of experience with public‑facing service delivery in government, nonprofit, or human services. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job is also acceptable.
Preferred Qualifications
  • Experience with emergency or cold‑weather shelter operations, warming station, shelter, overnight or extended‑hour operations.
  • Experience with outreach teams or community partner incident response, after‑action reporting, or operational readiness planning.
  • Certification in Emergency Management Training, Emergency Shelter, or Mass Care Operations.
