OverviewThe Senior Planner will report to the Infrastructure Planning Division Director and conducts sustainable multimodal transportation planning and analysis that supports the growth and redevelopment of Gwinnett County. The Senior Planner will provide transportation expertise in multi-modal transportation systems planning, using data, models, and analysis to develop innovative solutions to support decision making for land use, redevelopment initiatives and policies. The principal planner will lead initiatives, develops tools and policies for comprehensive infrastructure planning that is aligned with the County’s land use policies and priorities.
EssentialDuties
- Analyze and assess multimodal transportation operations and safety improvements, recommend solution-oriented and sustainable enhancements that improve the efficiency and safety of the multimodal transportation networks.
- Work with land use planners to assess impacts of specific development and/or redevelopment projects on the existing mobility networks and evaluate potential system improvements as needed.
- Collaborate with intra- and inter-departmental teams including engineers and planners to integrate sustainable engineering solutions into planning processes and workflows.
- Conduct studies and alternatives analyses for corridor, transit, and multi-use trail infrastructure planning and improvement projects, or review studies conducted by consultants.
- Conduct fiscal impact assessments based on land use data, urban analytics, and market analyses.
- Provide project management for designated small areas during planning, permitting, and implementation stages: update status of ongoing infrastructure projects from various departments, coordinate timing for implementation efficiency, interact with developer, as needed, to facilitate solutions with utility or design conflicts.
- Correlate various statistical and planning data to integrate the Unified Plan into infrastructure planning initiatives.
- Develop technical memoranda, reports, policies, and talking points; communicate complex ideas with data visualization and graphics to stakeholders.
Job Requirements /Information
This position requires excellent data analysis skills as well as knowledge of multimodal transportation systems planning, which may include developing and applying transportation models, supporting and developing infrastructure plans, and aligning with County, regional and statewide mobility initiatives. Good communication skills are needed to coordinate with and support engineers, planners, and consultants.
GradeThe grade for this position is C43(1). Salary will be dependent on education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications- Bachelor's degree in urban or regional planning, civil engineering, geographic information science, urban analytics, or a closely related field; AND
- Three years of related experience: OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
- Master's degree in transportation planning, urban or regional planning, civil engineering, or a closely related field
- One of the following certifications is desired:
American Institute of Certified Planner (AICP) certification, Professional Engineer (PE) license, or Engineer in Training (EIT). - Strong analytical and technical skills.
- Strong technical writing and verbal communication skills with the ability to clearly organize and present project findings and recommendations to a diverse group of stakeholders.
- Ability to work effectively as a member of a team.
- Organizational and analytical skills with high attention to detail.
- Familiarity with statistical analysis, data management, GIS applications (e.g., ArcGIS), and database applications (e.g., MS Access)
