Overview

The Foster Home Licensing Coordinator for NYAP’s La Jornada (The Journey) Program is responsible for licensing foster homes for short-term transitional foster care, including licensing, re‑licensing, and retention of quality foster homes. The coordinator ensures licensed homes meet or exceed bed capacity in the assigned location. A bachelor’s degree is required; bilingual English/Spanish preferred.

• Support, represent, and extend the mission, vision, and values of the organization.
• Conduct home studies, assist foster parents with licensing applications, initiate background checks, and deliver required training in a timely manner.
• Collaborate with the Foster Parent Recruiter to accommodate licensing and documentary needs.
• Develop comprehensive home studies for potential families and submit for approval.
• Schedule and assist with state licensing inspections; prep homes for inspections.
• Follow recruitment and retention plan to meet training, certification, and licensure requirements.
• Maintain constant communication with foster parents throughout the licensing process and resolve issues.
• Maintain ongoing contact with state licensing agencies, state, and federal stakeholders as needed.
• Act as Program SME on licensing/recruiting and bed capacity; update cross‑functional team and complete reports/logs.
• Upload, maintain, and update all foster parent information and home records in Evolve Program; keep physical files organized for audits.
• Represent Program in state file audits as required.
• Perform all work in a manner consistent with the National Youth Advocate Program’s mission, values, and philosophies.
• Other duties as requested.

• Bachelor’s degree in social work or comparable Human Services field from an accredited institution.
• 2 years of direct service experience with minors and families (strongly preferred).
• Valid driver’s license, reliable transportation, automotive insurance, and good driving record.
• Bilingual English/Spanish preferred.
• Proficiency with desktop/laptop computers, smartphones, tablets, printers, fax machines, photocopiers, and software such as word processing, spreadsheet, and database programs.

• Willingness to work flexible and non‑traditional hours to serve foster caregivers, families of origin, and persons served.
• Capacity to be flexible and responsive to minors served, foster caregivers, system partners, and internal customers.

• Use of manual dexterity, tactile, visual, and audio acuity.
• Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications.
• Occasional lifting up to 25 pounds, bending, pulling, and carrying.
• Ability to travel frequently and drive while sitting for extended periods, frequency varies by program demands.
