Position Overview

The Oklahoma State Department of Education (OSDE) Office of Special Education Services seeks a highly motivated and experienced Project Manager to lead the development and revision of Alternate Academic Achievement Standards (AAAS) for students with significant cognitive disabilities, ensuring alignment with state academic standards and compliance with IDEA. The role provides statewide expertise, training, and technical assistance related to MTSS for behavior, including functional behavioral assessments, behavior intervention plans, and evidence‑based behavioral supports.

The Project Manager collaborates across agency departments and with districts to promote equitable access to rigorous instruction and positive behavioral interventions for students with disabilities.

Note: This role requires a consistent, in‑person presence at the designated workplace in Oklahoma City, Oklahoma, with no remote, telecommuting, or hybrid options.

Minimum Qualifications
  • Master’s degree in special education, school psychology, behavior analysis, behavior science, or a closely related field (official transcripts required upon hire).
  • Possession of a valid special education teacher, school psychometry, school psychology, or board certified behavior analyst (BCBA) license.
  • Five (5) years of experience working with students with disabilities as a special education teacher, director, school psychometrist, school psychologist, registered behavior technician, BCBA, or a combination of similar roles.
  • Or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Preferred Qualifications
  • Specialized knowledge and/or training in the Individuals with Disabilities Education Act (IDEA) federal regulations and Oklahoma Special Education Policies and Procedures.
  • Knowledge of the administration of special education services for behavior programs involving special education students.
  • Specialized knowledge in high‑quality behavior data collection and data analysis skills to create hypotheses about behavior function and develop targeted, evidence‑based interventions.
  • Ability to provide training and coaching/supervision with school personnel and families regarding behavior intervention plans linked to data collection.
  • Knowledge of adult learning theory and methods.
  • Experience providing professional development at the district and state level.
Special Requirements
  • Applicants must be authorized to work in the United States on a full‑time basis without sponsorship now or in the future.
  • Successful completion of a pre‑employment background check.
  • Must possess a valid driver’s license from a U.S. state or territory to perform necessary job‑related travel.
Essential Functions
  • Serve as a content expert in MTSS for academics and behavior, including PBIS, evidence‑based behavioral practices, FBAs, BIPs, and progress monitoring.
  • Build and maintain collaborative relationships with school districts, educators, families, community partners, and agency staff.
  • Design, deliver, and evaluate professional development, training, and technical assistance for educators and administrators focused on MTSS implementation.
  • Develop and manage projects, defining scope, objectives, timelines, deliverables, and evaluation methods.
  • Lead the development, implementation, and continuous improvement of academic and behavioral programs aligned to AAAS, alternate assessments, and Oklahoma Academic Standards.
  • Monitor compliance with IDEA, ESSA, and state special education policies, overseeing the Oklahoma Alternate Assessment Program (OAAP).
  • Maintain reliable and punctual in‑person presence, demonstrating commitment and professionalism.
  • Apply critical thinking, innovative approaches, and technology to enhance educational outcomes.
