The ISD designs and develops computer-based training (CBT) courses using instructional design models such as ADDIE (Analyze, Design, Develop, Implement, Evaluate) or SAM (Successive Approximation Model). Uses e-learning authoring tools such as Articulate storyline, Adobe Captivate, or Lectora to develop CBT modules. Creates interactive eLearning content, including simulations, scenarios, quizzes, and multimedia elements. Develops project plans, storyboards, scripts, timelines, milestones, and prototypes for CBT modules.

Ensures training materials are aligned with adult learning principles and instructional best practices. Ensures deliverables adhere to SCORM e-learning compliance. Ensures compatibility with various standards. Gathers and validates content for training. Collaborates with stakeholders and customers to define training objectives, scope, and deliverables. Facilitates regular meetings with stakeholders to review progress, gather feedback, and ensures alignment with agency goals. Integrates multimedia elements, including graphics, animations, audio, and video into training programs.

Tests and troubleshoots CBT modules. Ensures all training materials comply with federal accessibility standards. Develops evaluation tools to measure the effectiveness of training programs, including pre- and post-assessments, surveys, and feedback forms. Analyzes training data and metrics to identify areas of improvement and make recommendations for enhancements. Develops and maintains comprehensive documentation for training programs, including design documents, user guides, and technical manuals.

Maintains version control and manages an archive of source materials.

Qualifications:

  • Certificates in Instructional design, education, training and development, or a related field.
  • Minimum of 2 years of experience in instructional design, with a focus on computer-based training CBT development.
  • Understanding of DHS, CBP and AMO compliance standards
