Coordinator - MTSS & Section 504

Job Goal

The Coordinator - MTSS & Section 504 provides district wide leadership, coordination, technical assistance, professional learning, and monitoring for the District's Multi-Tiered System of Supports (MTSS), Section 504 programs and services, and related student-support systems.

Essential Duties And Responsibilities

The Coordinator provides district wide leadership in the following areas:

Multi-Tiered System of Supports (MTSS)

The Coordinator leads the development, implementation, monitoring, and continuous improvement of the District's Multi-Tiered System of Supports. The Coordinator establishes and supports a comprehensive framework addressing academic achievement, behavior, attendance, social-emotional needs, student engagement, and other barriers to student success. The Coordinator provides guidance and technical assistance to schools regarding effective Tier I, Tier II, and Tier III systems and evidence-based interventions;

supports campus problem-solving teams in identifying student needs, selecting appropriate interventions, monitoring progress, evaluating student response, and adjusting supports; and establishes consistent expectations for intervention documentation, frequency, duration, fidelity, and progress monitoring.

The Coordinator promotes the effective use of universal screening, classroom performance, assessment, attendance, behavior, engagement, and other student data to identify students requiring additional support and assists in developing early-warning systems for students at risk of academic failure, chronic absenteeism, disengagement, behavioral concerns, or other barriers to school success.

The Coordinator works collaboratively with schools and district departments to align MTSS with attendance, behavior, counseling, mental health, family support, community resources, special education, services for other special student populations including military-connected student services, and other student-success initiatives. The Coordinator promotes coordinated referral pathways and a continuum of supports that reduces duplication and ensures students and families are connected to appropriate school, district, and community resources.

The Coordinator conducts campus visits, reviews implementation and student outcome data, provides differentiated coaching and technical assistance, and builds the capacity of campus leaders and teams to independently implement effective MTSS and student-support processes.

Section 504 Leadership and Compliance

The Coordinator provides district wide leadership, coordination, case management, monitoring, and technical assistance for implementation of Section 504 of the Rehabilitation Act of 1973 and applicable federal and state requirements, Board policies, and District procedures. The Coordinator supports campus administrators, counselors, teachers, and other professional staff in the identification, evaluation, eligibility determination, development, implementation, and review of Section 504 Plans and provides guidance regarding appropriate accommodations and services necessary to ensure students with disabilities have equal access to educational programs and activities.

The Coordinator reviews Section 504 documentation and implementation data, as appropriate, to promote procedural compliance, appropriate decision-making, consistent implementation, and effective services across schools. The Coordinator develops and maintains district wide procedures, forms, guidance documents, implementation tools, resources, and monitoring systems related to Section 504. The Coordinator supports District administration in responding to Section 504 complaints, grievances, compliance concerns, corrective actions, and Office for Civil Rights matters and provides technical assistance to schools when implementation or compliance concerns are identified.

The Coordinator works collaboratively with Special Services and campus personnel to support Child Find responsibilities and appropriate decision-making regarding students who may require general education interventions, consideration under Section 504, or evaluation under IDEA. MTSS processes shall not be used to delay or deny an evaluation when there is reason to suspect a student may have a disability.
