Economic Development Tax Specialist
This position will provide policy guidance and assistance to internal and external customers regarding complex tax incentives issues. The position will educate DED internal and external customers on tax incentive programs and be responsible for developing incentive program guidelines, rules and regulations, and for efficient administration of the DED Tax Incentive programs. The position will work closely with the Business Recruitment team to assist with the use of tax incentive programs in the context of a layered business recruitment package.
The director or deputy director may assign this position special projects that require a high level of attention to detail.
- Review and analyze financial statements documentation to determine appropriate aid packages.
- Track tax incentive legislation and assist with implementation.
- Communicate or present incentive information to the public through webinars, conferences, or seminars.
- Assist with internal and external audits of tax incentive programs.
- Lead and coordinate financial reviews of tax incentive and grant programs.
- Respond to taxpayer inquiries regarding DED Tax Incentive programs and serve as liaison to the Department of Revenue.
- Research financial statements for businesses to recommend appropriate financial assistance and tax incentives for economic development projects.
- Advise staff and businesses on the financial impact of tax incentives.
- Investigate, analyze, research, and present proposed policies, processes, legislation, regulations, and rulings.
- Monitor, analyze, and interpret legislative, policy, and regulatory developments.
- Develop policy, regulations, and procedures to address program changes or compliance needs.
- Coordinate implementation of program changes, including communications, training, and educational pamphlet design.
- Develop internal and external educational presentations and guides.
- Present educational programs at conventions, seminars, and institutions to keep practitioners up-to-date.
- Resolve complex program problems that require thorough knowledge of laws, policies, regulations, procedures, processes, and industry practices.
- Examine, research, and resolve program issues through correspondence, interviews, and assignments.
- Coordinate special projects assigned by leadership.
- Minimum:
Bachelor’s degree in business, economics, public administration, community or regional planning, marketing, or a related field and at least three years of experience in complex tax program research and analysis. - Alternatively, increasingly responsible work experience in business, accounting or finance may substitute for the education requirement on a year‑for‑year basis in addition to the required three years of experience.
- Preferred: A bachelor’s degree in economics, accounting, or tax incentive experience.
- Must be able to present a valid driver’s license or other reliable transportation.
- Knowledge of DED tax incentive programs, policies, procedures, processes, regulations, and tax rulings; extensive knowledge of policy development and state/federal legislative processes; skills in presenting persuasive arguments, organizing, and implementing processes; ability to communicate effectively with a wide range of people, interpret statutes, and judge the merits of arguments; independent research and analysis of complex tax incentive programs.
