Quality Control Manager

Job Summary

Southwind Construction, a subsidiary of Quivera Enterprises, is seeking an experienced Quality Control Manager (QCM) to oversee and document all quality‑related activities on assigned construction projects. The QCM ensures work is performed in accordance with contract requirements, plans, specifications, and regulatory standards. This role implements the 3‑Phase Quality Control Program, coordinates inspections and testing, manages documentation, and collaborates closely with the Project Manager, Superintendent, subcontractors, and government representatives.

The QCM may also serve as the Site Safety & Health Officer (SSHO) when “dual‑hatted.”

Key Responsibilities Quality Control Program Management

Implement and manage the 3‑Phase QC Program (Preparatory, Initial, Follow‑Up).

Lead preparatory meetings with required stakeholders, including USACE/Government QAR, subcontractors, consultants, and testing agencies.

Conduct and document daily QC inspections for contract compliance and safety.

Perform in‑house punch‑list inspections for each Definable Feature of Work (DFOW).

Ensure deficiencies and punch‑list items are corrected and documented.

Coordinate and witness concrete placements, soil/materials testing, weld/bolt inspections, hydronic tests, fire suppression tests, FA/MNS tests, and other required inspections.

Ensure QC checklists are completed prior to critical installations.

Verify materials received match approved submittals and are stored properly.

Safety (When Dual‑Hatted as SSHO)

Inspect site conditions, PPE, equipment, and temporary facilities for safety compliance.

Assist with accident investigations and corrective actions.

Ensure safety postings, first aid kits, fire extinguishers, and emergency information are in place.

Conduct periodic safety inspections and ensure compliance with EM385‑1‑1.

Documentation & Reporting

Complete Daily QC Reports and review Superintendent’s Daily Reports.

Create and maintain project‑specific plans (QC Plan, Testing Plan, Waste Management Plan, Environmental Protection Plan).

Maintain RMS reporting (where applicable).

Maintain Procore QC folders and documentation.

Document and distribute pre‑punch lists, punch lists, and completion records.

Maintain material submittal registers and coordinate reviews with the Designer of Record and consultants.

Review shop drawings and submittals for contract compliance.

Secure environmental permits (SWPPP, NOI) and ensure subcontractors secure required permits.

Maintain permit documentation, including Certificates of Occupancy and NOT/NOI.

Participate in monthly progress meetings and schedule updates.

Document final inspections and acceptance of work phases.

Meetings & Coordination

Attend pre‑construction, stakeholder, and weekly job site meetings.

Lead QC‑related discussions and provide updates on quality issues.

Schedule and lead official preparatory meetings with government agencies.

Coordinate with the Project Manager, Superintendent, Scheduler, subcontractors, and testing agencies.

Close‑Out & Warranty

Assist with final Installed Property Reports and DD1354 submissions.

Review and submit red‑lined as‑builts and Final Record Drawings.

Compile and submit all close‑out documents, including O&M manuals, warranties, test reports, waste disposal receipts, and sustainability documentation.

Conduct warranty inspections, investigations, and corrective action verification.

Corporate & Professional Responsibilities

Provide professional communication with accounting, HR, and other support groups.

Train and mentor QC personnel.

Participate in professional development and maintain required certifications.

Support lifelong learning and industry networking.

Required Qualifications

Ability to obtain and maintain a government security clearance.

Must have EM385‑1‑1 certification.

10–15 years of experience in the construction industry; at least 15 years of QC or related experience.

Bachelor’s degree in construction engineering or related field OR equivalent experience.

Strong knowledge of construction techniques, QC methods, and contract requirements.
