Human Resources Specialist (NH-0201-03)
A federal position with the Air Force Civilian Service (AFCS) located in Hill Air Force Base, Layton, Utah, for Air Force Materiel Command (AFMC) at the Air Force Sustainment Center (AFSC).
Salary: $89,508 – $138,370 per year, adjusted for locality.

ResponsibilitiesThe primary purpose of this position is to serve as a center-level senior subject matter expert, researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of civilian personnel policy and programs across the AFSC. The incumbent will lead projects and studies encompassing the Directorate of Personnel and the AFSC.
Program oversight includes:
- Acquisition Demonstration (ACQDEMO) Program Management for over 17,000 civilian personnel.
- Awards/Recognition Program Management for 34,000 civilian/military personnel.
Key responsibilities:
- Apply critical thinking to identify, analyze, and present feasible options that align with mission objectives.
- Conduct reviews and assess HR program operations, identify deficiencies, measure compliance, consistency, and effectiveness, and recommend enhancements.
- Lead projects, studies, and program management activities as outlined above.
- Obtain and maintain required security clearance.
- Travel to perform temporary duty may be required.
- Extended or non‑normal duty hours may be required.
- Knowledge of federal HR laws, executive orders, regulations, policies, directives, and other governing HR functions, including merit promotion, recruitment, affirmative employment, labor‑management relations, performance and conduct issues, and related programs.
- Knowledge of advanced federal HRM principles, concepts, practices, analytical methods, qualitative and quantitative techniques, and the relationships among various HR disciplines, with consultative skills sufficient to resolve complex HRM problems.
- Knowledge of organizational structures and functions across a major center or comparable organization to identify options for resolving substantive organizational and program issues.
- Skill in conducting reviews, analyzing, and assessing HR program operations; identifying deficiencies; measuring compliance; and recommending enhancements and improvements.
