Overview
Lead Acquisition Program Management Specialist for the Digital Mission Systems Branch in the Digital Capabilities Division, AF Nuclear Weapons Center (ICBM Directorate).
Location:
Hill Air Force Base, near Layton, Utah. Position . Salary range (typical): $125,776 – $192,331. Security clearance:
Top Secret; U.S. citizenship required.
- Serve as Non-Supervisory Lead Program Manager overseeing a complex $120M+ annual portfolio, including design, testing, deployment, and maintenance of mission-critical digital capabilities.
- Direct and integrate geographically distributed, cross-functional teams comprising USG personnel, FFRDCs, UARCs, and support contractors to ensure seamless planning, coordination, and execution of strategic initiatives.
- Conduct integrated project oversight, monitoring cost, schedule, performance metrics, and risk mitigation; provide strategic guidance on design, development, acquisition, testing, and operational considerations including requirements engineering, financial planning, performance optimization, and schedule trade-off analysis.
- Facilitate strategic stakeholder engagement across the ICBM Directorate and partner organizations to ensure digital capabilities are prioritized and delivered within established timelines to meet evolving requirements.
- Conduct comprehensive assessments and evaluations of Branch objectives, strategies, and performance metrics to support long-range planning, technology road mapping, and sustainment operations.
- Collaborate with Contracting Officers (CO) and Contracting Officer Representatives (COR) to review and approve contractual terms, conditions, negotiation parameters, procurement plans, budget allocations, and scope modifications for support contractor agreements.
- Represent the organization at senior government levels and industry forums, delivering executive briefings on project status, accomplishments, challenges, resource needs, and the strategic integration of program objectives.
- 7–10 years of acquisition program management experience (cost, schedule, and performance) on multi-million dollar defense projects is highly desired.
- Strong leadership, collaboration, mentorship, and communication skills to interface with internal and external stakeholders at all levels; independent, results-driven, with high integrity.
- Strong background in risk management, schedule management, integrated baseline management, program management, earned value management, and document/process control.
- Demonstrated knowledge or hands-on experience implementing Digital Material Management (DMM) initiatives and/or digital acquisition programs within USG agencies is highly desired.
- Proven ability to lead customer engagement and strategic communications; translate stakeholder needs into portfolio planning and manage expectations at all leadership levels.
- Exceptional leadership and mentoring skills to build and develop a high-performing team focused on mission-critical objectives.
- U.S. citizenship required; ability to obtain and maintain a Top Secret security clearance and safeguard sensitive/classified information.
- Compliance with Ethics in Government Act and potential annual filing of OGE Form 450, Confidential Financial Disclosure Report, upon appointment.
- Meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, including achieving Program Management “Advanced” certification within the required timeframe after appointment.
