Under limited supervision, the Capital Improvements Program (CIP) Construction Inspector performs complex work inspecting the construction associated with capital improvement projects to ensure the safety, economy, and compliance of projects through plans, specification, various codes, and departmental policies. This position works under the general supervision of the CIP Program Manager, collaborative with the CIP Project Manager(s), and has moderate discretion for decision making.

Duties and Responsibilities
  • Works with and in conjunction to the City CIP Project Manager(s) per each Capital Improvements Program (CIP) project, taking direction or input from project manager, as needed, if needed.
  • Utilizes the City's electronic project management platform application, Procore, for the management of all CIP construction projects.
  • Works closely with Contractor(s) on CIP project(s) to establish and attend regular construction meetings, schedules construction inspections, monitoring projects for completeness, reviewing payment applications from Contractor(s), and reviewing construction schedules with Contractor(s).
  • Performs field inspections of grading, temporary erosion and sediment controls, water, wastewater, stormwater, driveways, pavement, sidewalks, and vertical building construction and related systems, as well as traffic control/work zone safety, related to CIP projects.
  • Inspects and performs oversight on the installation of water, wastewater, and storm sewer, irrigation, and fiber optic utilities, as well as road and parking lot systems, landscaping, and vertical building construction with CIP projects.
  • Coordinates with an independent testing lab for materials testing required by CIP project specifications. Helps Contractor(s) with scheduling of third-party inspections.
  • Inspects the construction process of facilities and buildings, to comply with approved plans and specifications, and recognized industry standards and practices.
  • Coordinates with the City's Building Inspectors for compliance of projects to code.
  • Interacts with Contractor(s) and the General Public as representative of the City on specific construction related matters.
  • Reviews plans and specifications of construction projects, at all phases of design, and attends pre-construction meetings as required.
  • Inspects and coordinates construction Contractor(s) regarding their need to obtain and comply to permit requirements.
  • Oversees the performance of field inspections to evaluate the work performed and the materials used and verifies the quality of workmanship, quality of materials used, and compliance with plans, specifications, approved submittals, contract documentation, and applicable codes and regulations.
  • Meets and corresponds with Design Consultant(s), City Project Manager(s), and Contractor(s) to discuss design concerns and possible plan revisions, including the use, review, and resolution through the Request-For-Information (RFI) process.
  • Documents deficiencies and deviations from plans and refers concerns, problems, and disagreements in interpretation with the Design Consultant and the City Project Manager.
  • Responds to and resolves public inquiries and complaints related to Capital Improvement projects (CIP).
  • Attends substantial completion and final project inspections to review compliance to project, contract, and permit requirements, identifying and documenting punch list items.
  • Reviews the completion and resolution of punch list items with Contractor to allow project to achieve Final Completion.
  • Assists in the project close-out process by reviewing as-built plans and other required documents for the issuance of a certificate of occupancy and/or city acceptance for each project.
  • Reviews and makes recommendations regarding maintaining and updating inspection records and files.
  • Maintains good documentation and files on all projects and supplements inspection records with photographs, utilizing Procore.
  • Responds to requests for information (RFI); provides technical information to City staff as authorized; aids the public within scope of authority.
  • Coordinates with GIS staff on as-built plans.
  • Works hours other than the regular daytime schedule in the event of special project needs or emergency response situations.
  • Performs other related duties as may be assigned.
Essential Duties & Required Qualifications

Required Education and Experience
  • High School diploma or equivalent
  • Minimum of five (5) years of full-time work experience in construction management, commercial construction, or as a construction inspector.
Required Certificate and Licenses
  • Valid Driver's License from Texas or any other US State.
  • OSHA 10 or must complete within one (1) year of employment.
