Under limited supervision, the Capital Improvements Program (CIP) Construction Inspector performs complex work inspecting the construction associated with capital improvement projects to ensure safety, economy, and compliance of projects through plans, specification, various codes, and departmental policies. This position works under the general supervision of the CIP Program Manager, collaborates with the CIP Project Manager(s), and has moderate discretion for decision making.

Duties

and Responsibilities
  • Work with and in conjunction with the City CIP Project Manager(s) on each CIP project, taking direction or input from the project manager as needed.
  • Utilize the City’s electronic project management platform application, Procore, for the management of all CIP construction projects.
  • Work closely with Contractor(s) on CIP projects to establish and attend regular construction meetings, schedule construction inspections, monitor projects for completeness, review payment applications from Contractor(s), and review construction schedules with Contractor(s).
  • Perform field inspections of grading, temporary erosion and sediment controls, water, wastewater, stormwater, driveways, pavement, sidewalks, vertical building construction and related systems, as well as traffic control/work zone safety related to CIP projects.
  • Inspect and perform oversight on the installation of water, wastewater, and storm sewer, irrigation, and fiber optic utilities, as well as road and parking lot systems, landscaping, and vertical building construction with CIP projects.
  • Coordinate with an independent testing lab for materials testing required by CIP project specifications and help Contractor(s) schedule third‑party inspections.
  • Inspect the construction process of facilities and buildings to comply with approved plans and specifications and recognized industry standards and practices.
  • Coordinate with the City’s Building Inspectors for compliance of projects to code.
  • Interact with Contractor(s) and the General Public as representative of the City on specific construction related matters.
  • Review plans and specifications of construction projects at all phases of design and attend pre‑construction meetings as required.
  • Inspect and coordinate construction Contractor(s) regarding their need to obtain and comply with permit requirements.
  • Oversee the performance of field inspections to evaluate the work performed and the materials used and verify the quality of workmanship, quality of materials used, and compliance with plans, specifications, approved submittals, contract documentation, and applicable codes and regulations.
  • Meet and correspond with Design Consultant(s), City Project Manager(s), and Contractor(s) to discuss design concerns and possible plan revisions, including the use, review, and resolution through the Request‑For‑Information (RFI) process.
  • Document deficiencies and deviations from plans and refer concerns, problems, and disagreements in interpretation to the Design Consultant and the City Project Manager.
  • Respond to and resolve public inquiries and complaints related to Capital Improvement projects (CIP).
  • Attend substantial completion and final project inspections to review compliance to project, contract, and permit requirements, identifying and documenting punch list items.
  • Review the completion and resolution of punch list items with Contractor to allow project to achieve Final Completion.
  • Assist in the project close‑out process by reviewing as‑built plans and other required documents for the issuance of a certificate of occupancy and/or city acceptance for each project.
  • Review and make recommendations regarding maintaining and updating inspection records and files.
  • Maintain good documentation and files on all projects and supplement inspection records with photographs, utilizing Procore.
