Performs senior-level complex work.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. The Grants Administrator is responsible for managing all City grants, development agreements, TIRZ and 380 agreements. Will assist the Grant Consultant with identifying and securing grants for the City. Will manage the awarded grants and agreements, monitor compliance reporting requirements, prepare all related fiscal year-end tasks related to audit, Annual Comprehensive Financial Report, and SEFA reporting.

Responsible for developing and training other City departments in grant management policies and procedures.
Essential Duties & Required Qualifications
  • Duties and Responsibilities
    • Works in close coordination with City Manager's office and department directors to identify grant opportunities that align with the City's mission and goals.
    • Interacts with federal, state, and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, and accountability.
    • Oversee the grant and development contracts accounting functions.
    • Prepares monthly status reports on funded and non-funded project status.
    • Reviews and monitors financial activities of awarded grants for allowability and required documentation. Monitors all project expenditures related to awarded budget.
    • Prepares the annual SEFA Report and responds to audit requests for documentation, schedules and Single Audit, if required.
    • Manages record keeping of all grant and development contract reports and supporting documents.
    • Develops and maintains written policies and procedures for all functions under Grants Administration.
    • Provides training and technical assistance to departments related to policies and managing the grant life cycle, once awarded.
    • Monitors accounting and financial compliance for all development agreements. Includes effectively communicating with departments to ensure compliance with development agreement terms and calculates and records all rebates to developers and prepare payment purchase orders to Developers.
    • Monitors accounting and financial compliance and status of all TIRZ (Tax Increment Reinvestment Zones) and 380 Agreements. Includes effectively communicating with departments to ensure compliance with contractual agreement terms; calculate and record any rebates and incentives payable by the City.
    • This position currently does not supervise others, but supervisory duties such as interviewing and training employees, planning, assigning, and directing work, appraising performance, and addressing complaints or problems may be included in the future.
    • Perform other related duties as assigned.
  • Required Education and Experience
    • Bachelor's degree from an accredited four-year college or university in accounting, public administration, business administration, finance or a related field AND a minimum of five years of grant administration experience, with three of those years being at a local, state, or federal entity.
  • OR
    • An equivalent combination of a high school diploma and nine years of grant administration experience, with three of those years being at a local, state, or federal entity.
  • Required Certificates and Licenses
    • Valid Class "C" Driver's License from any U.S. State.
  • Preferred Qualifications
    • Master's degree from an accredited college or university in accounting, public administration, business administration, finance or a related field.
    • Experience going through grant audits.
    • Leadership and/or management experience.
    • Active certification as a Certified Government Finance Officer (CGFO).
