Performs mid-level complex work. Work involves participating in current and long-range planning activities and special studies of the City. Performing reviews of subdivisions, zoning and site development; presenting to Boards, Commissions and to City Council; assisting with the Comprehensive plan updates; drafting ordinances, public interaction and assistance; and preparing written reports. Works under limited supervision, with moderate latitude for the use of initiative and independent judgement.
- Performs advanced professional work related to variety of planning assignments.
- Coordinates department activities and reviews with other departments.
- Reviews and processes comprehensive plan amendments, ordinance amendments, re-zonings, annexations, site plans and subdivision applications.
- Conducts plat and site development plan review and determines compliance with the City Zoning Ordinance, subdivision ordinance and other applicable city ordinances. Performs field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans.
- Conducts site inspections for subdivision, new commercial, multifamily, and industrial development, issues certificates of completion for non-residential projects.
- Coordinates comments from city departments involved in the development review process.
- Interprets, explains and enforces City policies and procedures, building/land development codes, specifications, ordinances, etc.
- Prepares written reports and makes presentations to Planning and Zoning Commission, City Council and other boards/groups and the public as needed.
- Works in conjunction with other City departments to ensure cohesive application of city policies and ordinances.
- Provides information to citizens and developers regarding City requirements and development requests and projects.
- Performs other duties as assigned.
Education and Experience
- Bachelors degree or equivalent from an accredited college or university in Urban Planning, Urban Design, Geography, Architecture, or other related fields of study and a minimum of three years full-time work experience in a Planning Department.
- Associates degree or equivalent from an accredited college or university and a minimum of five years of full-time work experience in a Planning Department.
- Master’s degree equivalent from an accredited college or university in Urban Planning, Urban Design, Geography, Architecture, or related field of study.
- Four or more years related experience in a planning department.
- American Institute of Certified Planners Certification (AICP). Salary may be adjusted upon certification.
- Experience working with government entities such as City, State, County.
- Knowledge of the philosophies, principals, practices and techniques of community and urban planning.
- Knowledge of effective writing techniques.
- Ability to communicate effectively both verbally and in writing for preparing and presenting planning reports and projects.
- Ability to follow detailed verbal and written instructions.
- Knowledge of computer hardware and software programs, including Microsoft Office, Internet applications and GIS.
- Creative problem-solving skills to gather relevant information to solve less well-defined planning problems.
- Skill in establishing and maintaining effective relationships with other public and private agencies, civic groups, etc.
- Skill in working under the pressures of rigid and/or short work cycle.
- Skill in prioritizing tasks and/or work assignments.
- Skill in planning, organizing and monitoring subordinate employee work assignments to accomplish unit objectives.
- Ability to work on several projects or issue simultaneously.
- Ability to manage and delegate projects effectively to meet deadlines.
- Ability to research, create, explain and enforce City policies.
- Ability to clearly and concisely express ideas.
