Performs mid-level complex work. Works under the general supervision of the HR Manager-Compensation & Recruitment, with moderate latitude for the use of initiative and independent judgement. Supports the development and administration of the City of Leander's recruitment program and is responsible for working with assigned departments. Assists with compensation, classification, and salary administration tasks. Work requires effective working relationships with all levels of City management and staff.
- Serves as the primary HR liaison to assigned City departments, works proactively with department leaders to understand staffing needs, anticipate vacancies, and recommend recruitment and workforce strategies.
- Responsible for receiving, reviewing, and approving requisitions from hiring managers to fill vacant positions.
- Posts vacant positions in NEOGOV, reviews applications, creates Eligible Lists, refers candidates, and participates in full-time job interviews with applicants for departments throughout the City.
- Makes conditional offers to selected candidates, negotiates starting salary, conducts background checks, and provides final Offer Letters.
- Drafts new and updates current job descriptions under the guidance of the Compensation & Recruitment HR Manager.
- Participates in workforce development meetings with City of Leander departments as needed.
- Keeps abreast of current trends in hiring, retention, and changes to state and federal HR related laws.
- Along with the HR Generalist, attends job fairs in representation of the City of Leander.
- Provides back-up and assistance as needed in New Employee Orientation.
- Assists in the development & maintenance of the Position Control Spreadsheet (PCS) for the City.
- Assists the Compensation & Recruitment HR Manager in developing internship opportunities with entities such as local school districts, colleges/universities, and state/federal agencies.
- Assists in maintaining the City compensation, classification, and salary administration programs.
- Assists in compensation-related activities including participation in salary surveys, compiling and analyzing market data, reviewing internal equity, and preparing recommendations under the guidance of the Compensation & Recruitment HR Manager.
- Updates the City Pay Plan as needed.
- Provides back-up and assistance to other human resources staff and ensures continuity of human resources services during staff absences and peak periods.
- Aids with record retention as needed.
- Provides support for the City-wide events led by HR.
- Updates databases, prepares ad-hoc reports, and performs routine records maintenance.
- Reviews, analyzes, and revises specific human resources policies and procedures and recommends changes to improve efficiency, effectiveness, and sustainability.
- Performs other duties as assigned.
Education and Experience
- Bachelor's degree from an accredited four-year college or university in Human Resources, Business or Public Administration, Management, Organizational Development, Industrial/Organizational Psychology, a Social Science or a closely related field AND a minimum of four years of HR experience in recruitment, including at least two years working for a local, state or federal government entity.
- A high school diploma or equivalent and a minimum of eight years of HR experience in recruitment, including at least four years working for a local, state or federal government entity.
- Have one of the following certifications or must obtain one within one year of hire:
- HRCI: PHR or SPHR
- SHRM: SHRM-CP or SHRM-SCP
- Valid Driver's License from any U.S. State.
- Experience working with NEOGOV Insight, OHC, and Onboarding.
- Experience working with Workday.
- Experience working with Tyler Incode.
- Experience working with compensation and salary surveys.
- Experience in creating job descriptions, conducting job analysis, and classification reviews.
- Experience providing HR consultation to department leaders.
- Considerable knowledge of modern policies and practices of personnel administration, interpreting personnel policies and procedures, State and Federal employment laws and regulations and Section 125.
