Position: Civil Engineer.

Position Overview

We are seeking a Civil Engineer to contribute immediately within a highly collaborative design team on historically significant facilities at Fort Leavenworth. The engineer will develop and review engineering designs, plans, technical scopes, cost estimates, schedules, and perform civil engineering calculations. The role involves evaluating programs and projects for compliance with environmental, energy, safety, and security standards and preparing operational guidelines to optimize facilities use.

Responsibilities
  • Serve as an engineer within the design team, contributing immediately and taking initiative on unique historic facilities.
  • Plan and/or design substantial new construction, renovation, and improvement projects for real‑property facilities.
  • Evaluate programs and development plans for construction, renovation, and improvement of real‑property facilities.
  • Prepare and review engineering designs, plans (using CAD/CADD software), technical scopes of work, specifications, and cost estimates.
  • Prepare cost estimates, project time schedules, and economic analyses to determine the feasibility of renovations versus new construction.
  • Ensure compliance with environmental, energy use, safety, and security standards.
  • Perform civil engineering calculations for structural load capacities, drainage flows, and water flows.
  • Design plain and reinforced concrete and economical steel, timber, and masonry reinforcements.
  • Coordinate structural designs of proposed changes or specifications of buildings and structures with other staff engineers.
  • Develop, study, and recommend operational guidelines to better utilize existing and available facilities, manpower, and materials.
Requirements
  • Appointment may be subject to a suitability or fitness determination based on a completed background investigation.

Education

Basic Requirement For Civil Engineer
:

  • Degree in engineering from a school accredited by ABET or meeting equivalent coursework requirements in at least five of the seven listed engineering science areas.
  • Alternatively, a combination of education and experience providing thorough knowledge of physical and mathematical sciences and understanding of engineering sciences.
Experience

Specialized Experience (GS‑11 or GS‑12 level):

  • One year of experience in construction project management from design through completion, including preparing designs, reviewing plans, estimating costs, and ensuring compliance with codes and standards.
  • For GS‑12:
    Additional experience in interpreting engineering standards and recommending solutions.
Other Conditions
  • Background suitability assessment required.
  • Proof of U.S. citizenship required.
  • One-year probationary period.
  • Direct deposit of pay is required.
  • Eligible for benefits as a federal employee; benefits depend on full‑time status and other factors.
  • Permanent Change of Station (PCS) allowances may be authorized under Joint Travel Regulations with agency determination.
