Position Summary & Responsibilities

Position (K0132883). Kansas Early Childhood Developmental Services is seeking a fiscal specialist to manage the fiscal aspects of the State Part C program. This includes payment processing, budget monitoring and fiscal oversight of grantees.

Fiscal Management Internal
  • Manage the fiscal portion of the Part C local program grants, the federal Part C grant, and special grants awarded to the Part C program.
  • Process payments to local programs and entities contracted for services.
  • Track PO expenses and funding lines.
  • Review Grant expense reports and reconcile known expenses.
  • Prepare and process requests and payment vouchers for travel and general operating expenses.
  • Compile financial information as needed including reports for management.
  • Coordinate with general purchasing personnel to ensure compliance with agency policies and procedures.
Fiscal Management External
  • Provide assistance and consultation to locals and vendors for fiscal tracking and completion of affidavits of expenditures and other fiscal forms.
  • Aid in review of network budget preparation and approvals.
  • Review affidavits of expenditures and budgets. Track expenditures and compare these to submitted budgets and allowable expenses.
Job Responsibilities

  • Attend state, regional, and national meetings as assigned, ensuring the prompt and effective dissemination of essential information to Part C staff and local programs.
  • Embrace a continuous learning mindset by actively participating in skill-building courses, conferences, seminars, and workshops, thereby enhancing professional development, and fostering growth.
  • Contribute meaningfully to special projects assigned by the Coordinator, approach these tasks with a sense of responsibility and dedication.
Kansas Grant Management System (KGMS)
  • Work with the Coordinator to develop and update the yearly grant application packet and upload the packet to KGMS, including generating the funding formula by collecting data from vital statistics and local programs to determine…
