Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions:
Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, Kan Care). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities

The Part-Time Budget & Financial Accountant position (K0247795) will be responsible for Fiscal Management, Budget Development/ Coordination, Grants Management and Purchasing/ Contracts Management. Administer the fiscal policies for the assigned bureaus which include reviewing and interpreting the Division of Budget (DOB) guidelines in order to compile annual

operating budgets and evaluate budgets for compliance with legislative requests, requirements, and laws. Prepare and analyze financial reports to determine availability of funds to support program activities and administer those funds in accordance with DOB guidelines, federal guidelines, and policies and procedures set forth by the Department of Administration. Analyze all policy options related to fiscal matters of bureau programs and make fiscal recommendations to the Bureau Directors to assist in policy decisions involving fiscal ramifications.

Participate in

developing fiscal policies and in the strategic planning process by performing cost analysis calculations in making recommendations for more effective use of bureau fiscal resources. Participate in the analysis of divisional strategic planning efforts to identify agency fiscal needs and the needs and/or impact of long-range plans which may include evaluating the status quo, forecasting, reviewing trends and making fiscalrecommendations to upper bureau, division, and agency management.

Help to plan,determine, and project future fiscal operating needs.

Assist in the development of the Agency budget and make recommendations to upper bureau, division, and agency management relating to the optimal use of funds including restructuring, filling vacancies and purchasing within the parameters of program resources, obligations, services and law. Responsible for the preparation and monitoring of bureau program budgets. Compile financial data, manage resources, and direct the activities necessary for budget preparation in collaboration with the Bureau Directors.

Plan and develop supporting data and present budget

estimates and requests in accordance with legislative guidelines. Monitor bureau allocations based on review and analysis of DOB policies. Advise management on program activities with regard to fiscal implications. Assist in the preparation of testimony for legislative committees to provide fiscal information regarding program activities of the Bureau or to provide comment regarding proposed legislation.

Conduct financial research on specific legislative or policy issues for the Bureau Directors, Division Director, or Secretary.
