MUST HAVES:
- Degree in construction management, civil engineering, architecture or related
- 5+ years experience in construction management or PM
- Owners rep, working with design firm and EPCM firm for oversight, not really going into construction field much more desk job
- Package must be fireproofing, exterior cladding and glazing, roofing, fire stoppage, PREFERRED cold rooms but not hard requirement
- Change order validation
- Pharma best, other regulated fine. Med device, chemical. NOT oil and gas
- 10-15M+ minimum scope experience
Role Overview
We are seeking a Civil Project Engineer to act as the Package Project Manager for key civil and architectural scope areas on a large-scale capital project. This is an oversight and coordination role, functioning as an owner’s representative and primary point of accountability for assigned packages rather than a hands-on field engineering position. This role requires strong scope control, change management, and coordination across multiple stakeholders, including EPCM partners, design engineering firms, and construction contractors.
- Act as Project Manager for assigned civil/architectural packages, serving as the primary point of contact and accountability
- Oversee and manage scope for packages including:
- Fireproofing
- Exterior cladding and building envelope
- Glazing systems
- Roofing
- Fire stopping
- Cold rooms (if prior experience applies)
- Maintain “ducks in a row” for scope definition, design completeness, and constructability readiness
- Review and validate change orders, including:
- Assessing scope accuracy
- Identifying missing or unclear elements
- Evaluating intent vs. execution gaps
- Provide active coordination across multiple touchpoints, ensuring alignment between:
- EPCM partners
- Design engineering firms
- Construction contractors
- Participate in progress meetings and coordination sessions; drive issues to closure
- Ensure alignment with cost, schedule, scope, and quality expectations
- Serve as an owner’s representative, providing oversight rather than daily field execution
- Site presence is welcome but not required as a primary function of the role
Experience & Qualifications
- 5–10 years of project engineering or project management experience
- Experience managing multi-million-dollar scopes (typically $10-15M+)
- Strong background in one or more of the following industries is preferred:
- Pharmaceutical
- Manufacturing
- Chemical
- Demonstrated experience working with:
- EPCM organizations
- Design engineering firms
- Multi-discipline construction teams
- Strong understanding of scope definition, change control, and package-level delivery
- Excellent coordination, communication, and organizational skills
Education
- Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a related technical discipline
Additional Notes
- This is primarily an oversight and coordination role, not a traditional field PE position
- Candidate should be comfortable leading through influence and managing interfaces rather than performing daily field inspections
