The Commissioning Specialist - LOTO is responsible for developing, implementing, and managing Lockout/Tagout (LOTO) and energy isolation processes during pre-commissioning, commissioning, startup, and turnover activities. This role ensures personnel safety, regulatory compliance, and safe system energization while coordinating with construction, operations, engineering, and commissioning teams.

** Key Responsibilities*
* + Develop and maintain LOTO and energy isolation procedures for project systems and equipment.

+ Coordinate isolation boundaries, lockout plans, and permit requirements for commissioning activities.

+ Verify mechanical completion and readiness for system energization and startup.

+ Conduct field audits to ensure compliance with project HSE standards and LOTO requirements.

+ Lead isolation walkdowns, tag verification, and lock removal processes.

+ Interface with construction, operations, maintenance, and commissioning teams to support safe execution of work.

+ Maintain LOTO registers, isolation records, and turnover documentation.

+ Support startup activities, troubleshooting, and system handover to operations.

** Qualifications*
* + Experience in commissioning, startup, construction, or operations within industrial, oil & gas, chemical, power, mining, or manufacturing projects.

+ Strong knowledge of LOTO, hazardous energy control, permit-to-work systems, and commissioning processes.

+ Familiarity with OSHA regulations and industry safety standards.

+ Ability to interpret P&IDs, single-line diagrams, and engineering drawings.

+ Strong communication, coordination, and leadership skills.

** Preferred*
* + Previous experience on large EPC projects with Fluor or other major contractors.

+ Commissioning or safety certifications.

+

Experience with digital LOTO management systems and turnover databases.
