The Highway Projects Director provides leadership and oversight for Highway Department projects, supporting the Director of Administration through strategic planning, project execution, and team supervision. This role exercises independent judgment in managing multiple concurrent infrastructure projects, overseeing staff, coordinating funding sources, and ensuring compliance with federal, state, and local regulations. The position is accountable for outcomes, timelines, and budget performance.

Examples of Duties
  • Lead and manage multiple highway and infrastructure projects from planning through completion.
  • Exercise independent judgment to set priorities, allocate resources, and resolve project issues.
  • Supervise, direct, and evaluate project and administrative staff; assign workloads and support professional development.
  • Oversee state and federally funded projects, ensuring compliance with funding, reporting, and schedule requirements.
  • Assist with development and ongoing management of departmental budgets, contracts, grants, and aid programs.
  • Monitor project expenditures, verify funding availability, and provide financial analysis and forecasts to leadership.
  • Coordinate projects with municipalities, utilities, INDOT, and internal departments.
  • Support annual road, bridge, and structure programs by evaluating costs and maximizing operational efficiency.
  • Serve as a lead contact for public inquiries and complex project-related issues.
  • Ensure compliance with applicable laws, regulations, and professional standards.
  • Maintain ERC certification and remain current on industry best practices.
  • Provides assistance to other employees or departments as needed.
  • Performs other related duties as assigned
Typical Qualifications
  • Minimum of five (5) years of progressively responsible management experience, preferably in public works, highways, or infrastructure-related environments.
  • Demonstrated experience supervising staff and managing budgets, contracts, and funded projects.
  • Strong analytical, organizational, and decision-making skills.
  • Proficiency with Microsoft Office and project management systems; GIS experience preferred.
  • Excellent written and verbal communication skills.

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
