Summary

The Judicial Education and Training Coordinator develops, manages, and executes educational and professional development programs and activities for judges, judicial officers, and court staff. The role implements educational public outreach programs administered by the Judicial Branch through the Administrative Office of the Courts and reports directly to the Circuit Court Administrator II.

Minimum Qualifications
  • A Juris Doctor or graduate degree in Education, Legal Studies, Judicial or Public Administration or a related field is strongly preferred.
  • Five years of experience designing, developing, and executing leadership, management, legal, or judicial education programs. Substantial experience in legal education may substitute for a relevant graduate degree.
  • Experience working within the judicial branch, legal community, or government environment and familiarity with court operations, judicial ethics, and continuing judicial education requirements.
  • Experience using learning management systems (LMS) and technology-enhanced learning platforms.
  • Background in outcomes assessment and program evaluation.

Responsibilities Program Planning & Curriculum Development
  • Designs, implements, and evaluates virtual and in-person education programs including onboarding, professional development, required education, Branch-wide trainings, and specialized workshops.
  • Supports education initiatives related to legislative changes, policy updates, and system implementations.
  • Develops engaging, audience-appropriate instructional approaches for complex legal and operational topics.
  • Coordinates with leadership to conduct needs assessments to identify knowledge gaps and emerging trends, makes curriculum and programmatic changes as required to address emerging priorities and provides recommendations for solutions.
  • Partners with staff attorneys, judges, administrators, and subject-matter experts to support strategic planning for judicial education and orientation programs, including identifying emerging legal issues and prioritizing training topics.
  • Leads the planning, coordination, and continuous improvement of judicial orientation programs in close collaboration with staff attorneys and administrators, including curriculum structure, sequencing, and evaluation.
Budgeting and Resource Management
  • Forecasts resource needs and identifies cost-effective strategies for program delivery.
  • Researches, implements, and manages technology adoption such as cloud solutions and virtual/remote services to enhance education.
  • Prepares, manages, and monitors the annual professional development budget, to include educating staff and judges about its availability and how to access it, managing application processes, and coordinating needs with managers.
  • Works with grant and other fiscal professionals to ensure appropriate use of funds for educational events.
  • Manages request for proposal, contracting, and payment processes for any expenditures related to professional development.
Recruitment and Coordination of Subject Matter Experts
  • Identifies, vets, and recruits highly qualified internal presenters and external presenters from legal, academic, and professional communities through targeted outreach and engagement with staff, judges, and professional organizations to customize education programs.
  • Determines which programs will be recorded for future use, and coordinates all licensing, permissions, and access related to such use.
Program Administration
  • Works with Human Resources, Chief Judges, and Administrators to determine appropriate onboarding for new judges and employees.
  • Communicates and coordinates logistics of such participation with new judges and employees, including any legal requirements for judges.
  • Coordinates logistics such as venues, access, food, presenter needs, technology platforms, materials, and registration systems and develops training schedules and calendars in collaboration with judicial leadership and subject-matter experts.
  • Evaluates program effectiveness using qualitative and quantitative measures and provides data-informed recommendations for continuous improvement.
  • Tracks individual training participation, including any requirements. As needed, develops certifications or other measures of competence in certain skill or knowledge areas.
  • Provides functional guidance and coordination for individuals who deliver training to judges and staff.
Stakeholder Engagement
  • Collaborates with judges, court administrators, managers, committees, and professional partners to ensure programs meet statutory and organizational requirements.
