Position Description

“We are seeking motivated engineers, licensed in the State of Ohio, with strong communication and problem-solving skills to provide contract administration and field engineering functions for bridge and roadway construction projects in Southwest Ohio in addition to assisting the District Engineer of Testing with their daily duties. Additionally, individuals must be adept at leading a diverse team and developing staff to achieve their fullest potential.”

In District Capital Programs Administration/Test Lab, acts as first line supervisor over lower level transportation engineers &/or transportation technicians &/or other support personnel engaged in the inspection of materials (e.g., provides developmental opportunities, coaches staff to foster development, focuses on job satisfaction, assigns work & monitors progress, evaluates performance, recommend discipline if necessary, provides feedback, approves time off; reviews & approves goals & objectives proposed by staff;

oversees employees training & development). Ensures compliance with plans, specifications, special provisions, state & federal regulations; ensures construction materials for all aspects of project(s) will achieve plan & specification intent & routinely reviews construction diaries, inspection reports, &/or material test reports completed by transportation technicians &/or transportation engineers &/or other support personnel. Uses computer & related software (e.g., Pro Val) to ensure smoothness on all bridge &/or pavement jobs.

Signs plans & documents (e.g., finalized & certifies material acceptance) as registered professional engineer.

Manages District asphalt production (e.g., contractor & district’s schedules & payments (i.e., incentive/discount) for asphalt material). Reviews, updates, maintains, records, & finalizes material on District construction projects in order to issue the material certification letter. Reviews & analyzes material problems on construction projects; identifies issues & recommends solutions. Conducts field reviews at project site(s) to ensure proper implementation/documentation of materials for project adaptability.

Evaluates test reports & processes change orders for deficient materials. Advises District Testing Engineer (DET) on project status; uses computer & related software (e.g., Site Manager) to collect & analyze data & review information (e.g., cost estimates, pay book documentation, daily inspector reports, material test results); investigates project related complaints. Represents the Department &/or DET at statewide committees, meetings &/or conferences.

Serves as liaison between laboratory, District, & industry personnel. Performs miscellaneous duties to facilitate the operational efficiency of the work unit (e.g., reads publications & manuals to keep pace with changes in technology, industry standards, regulations, & procedures; maintains & updates project files; attends training, conferences & meetings; provides training on work related procedures & technological changes). Performs other job-related duties as required

Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors & 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

  • Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors & 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
  • Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
