JOB OBJECTIVES
  • Will be a regular employee of Boone County. Will be hired by the Board of Supervisors and will work under the supervision of the County Engineer.
  • Supervises secondary road maintenance employees, mechanics and foreman in maintaining, repairing and constructing county roads, right-of-way and county drainage district facilities.
  • Will be governed by the "Boone County Personnel Policies" approved by the Boone County Board of Supervisors.
JOB FUNCTIONS ESSENTIAL FUNCTIONS
  • Supervises the maintenance and repair of county roads and right-of-way in areas such as blading, drainage, ditching, resurfacing, patching, mowing, signs, driveways, culverts and bridges.
  • Uses the County’s work order program to prioritize projects and issues.
  • Supervises full-time and part-time secondary road maintenance employees, recommends new hires, trains employees, maintains log of personnel assignments and equipment, assigns projects and checks results, monitors time and work records.
  • Supervises maintenance and repairs on county drainage district facilities within the right-of-way.
  • Supervises snow removal, sanding, salting and plowing.
  • Maintains inventory of materials such as sand, salt and blades for motor grader.
  • Calls out and assigns/checks work of maintenance employees in emergencies.
  • Supervises full-time mechanic and equipment maintenance and the maintenance of secondary road building and grounds.
  • Acts as a public relations liaison between residents and the County Engineer and staff. Advises the County Engineer of problems and/or complaints.
  • Responds and addresses issues from residents.
  • Develops and presents recommendations to the County Engineer regarding new equipment and supply purchases.
  • Supervises safety program for personnel, vehicles and equipment. Assists safety coordinator on implementation of safety trainings.
  • Conducts spring and fall meetings for the entire staff talking about our winter and spring operations and safety.
  • Develop gravel and rock recommendations for annual hauling.
  • Coordinate work and equipment needs between sheds.
  • Develop and inspect brush and tree trimming recommendation plan.
  • Coordinate with residents on the installation of entrances and aid in the application process.
  • Prepare reports, documentation and records related to maintenance activities.
  • Submit maintenance activities to the Road Notification System.
  • Additional duties may be assigned by the County Engineer.
ADDITIONAL FUNCTIONS
  • Supervises the erection, repairs and replacement of road signs and other traffic control devices on the county’s secondary roads.
  • Supervises the application of pesticides to brush and weeds in the county right-of-way.
  • Oversees the Shop Foreman in maintaining fuel records and fuel levels.
  • Calls in locates for any projects that require digging.
JOB STANDARDS
  • Communicate on both telephone and FM radio.
  • Drive Vehicles (Valid Iowa Drivers License)
  • Operate construction and maintenance equipment.
  • Perform heavy manual labor (lifting up to 100 pounds) under all types of weather conditions.
  • Be available for emergencies 24 hours a day and 7 days a week.
  • Effectively communicate with the residents of Boone County.
  • Ability to operate a personal computer/smart phone/tablet.
JOB LOCATION
  • Maintains an office within the County Engineer’s Office. Most communications should be conducted using mobile technology like smart phones, tablets, or laptops while traveling the secondary road system.
  • Some traveling is required. There are meetings and training courses in other locations.
EQUIPMENT
  • Knowledge of all county equipment is essential.
CRITICAL SKILLS/EXPERTISE MINIMUM
  • Knowledge of automotive and construction equipment usage, maintenance and repair.
  • Knowledge of principles and practices used in the maintenance, repairing and constructing county roads, right-of-way and drainage district facilities.
  • Knowledge of materials, methods and techniques used in construction and maintenance activities.
  • Ability to establish and maintain effective working relationships within and outside the department.
  • Ability to organize, plan, direct coordinate and motivate a staff of subordinates in the accomplishment of specific goals, objectives and delivery of services.
  • Graduation from high school or GED equivalent and five years of responsible experience in the maintaining and repairing of roads, rights-of-way and drainage facilities.
DESIRABLE
  • First aid / CPR /AED training.
